DUAL AND MINOR MARKET ACCREDITATION OF FOREIGN EMPLOYERS/PROMOTERS HIRING FILIPINO PERFORMING ARTISTS



In order to facilitate the deployment of Filipino performing artists overseas, the following additional guidelines on the accreditation of foreign employers/promoters hiring Filipino performing artists are hereby issued:

SECTION 1. Dual Accreditation -

1.1. Deployment Requirement - Employers/foreign promoters hiring Filipino performing artists may be allowed accreditation to a second agent provided that the employer deployed a minimum of 100 performing artists in 1991 or can present a manpower requirement of at least 100 performing artists for the current year.

1.2. Cash Bond Application - The $20,000 cash bond posted by the employer shall also be answerable for all valid and legal claims of workers deployed through the second agent.  A provision to this effect shall be provided in the Escrow Agreement governing the cash bond.

1.3. Single Escrow Agreement - Only one Escrow Agreement shall govern the cash bond.  The Employer will not need sign another Escrow Agreement in case of dual accreditation.

SECTION 2. Accreditation of Employers in Minor Markets - Regular accreditation requirements shall apply to employers hiring performing artists bound for minor markets.

This Circular shall take effect immediately.
