[ PRC BOARD OF MARINE DECK OFFICERS RESOLUTION NO. 2000-33, S. OF 2000, July 27, 2000 ]

RECOGNITION OF THE MASTERS AND MATES ASSOCIATION OF THE PHILIPPINES INC. (MMAP), AS THE INTEGRATED NATIONAL ASSOCIATION OF MARINE DECK OFFICERS



WHEREAS, Section 31 of Republic Act No. 8544, otherwise known as the “Philippine Merchant Officers Act of 1998” provide for the integration of marine deck officers into one national organization which will be recognized by the Professional Regulation Commission as the integrated national association of marine deck officers.

WHEREAS, the Masters and Mates Association of the Philippines, Inc. (MMAP) is the only national organization of the marine deck officers profession in the Philippines, and has since been the one and only accredited professional organization of marine deck officers with the Professional Regulation Commission.

WHEREAS, the Masters and Mates Association of the Philippines, Inc. is composed of constituent chapters spread throughout the Philippines.

WHEREAS, while there are associations of marine officers, which include marine deck and marine engineer officers, the marine deck officers are also members of the Masters and Mates Association of the Philippines, Inc.

WHEREAS, in a meeting called for the purpose to implement Section 31 of R.A. No. 8544 (re: Integration of Marine Deck/Engineer Officers), the Board of Directors of the Masters and Mates Association of the Philippines, Inc. decided to adopt and use the name of the present association of Marine Deck Officers, as the recognized integrated national association of marine deck officers of the Professional Regulation Commission, organized in accordance with Section 31 of R.A. No. 8544.

WHEREFORE, finding the documents submitted by the Masters and Mates Association of the Philippines, Inc. to be in order, and being the only accredited professional organization of marine deck officers with the Professional Regulation Commission, the Board hereby recognizes, pursuant to Section 31 of R.A. No. 8544, the organization known as the Masters and Mates Association of the Philippines, Inc. (MMAP) as the integrated national association of all registered and licensed Marine Deck Officers.

As the recognized integrated national association of marine deck officers, the Masters and Mates Association of the Philippines, Inc. (MMAP) is enjoined:

1.  To have the association/organization accredited by the Professional Regulation Commission in accordance with the pertinent provisions of Article IX of the Rules and Regulations Governing the Regulation and Practice of Professionals, as amended, and other relevant and pertinent issuance of the Commission;

2.  To encourage marine deck officers who are not yet members of the MASTERS AND MATES ASSOCIATION OF THE PHILIPPINES, INC. to join the said organization and be integrated into this national organization of marine deck officers.

3.  To insure the accomplishment of the purposes, duties and responsibilities prescribed in the said law and the constitution and by-laws of the MASTERS AND MATES ASSOCIATION OF THE PHILIPPINES, INC.;

4.  To keep and make-up-to-date its roster/roll of members;

5.  To charge and collect reasonable fees from its members and to provide them the benefits and privileges they are entitled pursuant to the constitution and by-laws of the MASTERS AND MATES ASSOCIATION OF THE PHILIPPINES, INC.

This resolution, shall take effect after fifteen (15) days following its publication in the Official Gazette or in any newspaper of general circulation, whichever is earlier.
