[ DPWH DEPARTMENT ORDER NO. 37, March 30, 1992 ]
SUSPENSION/BLACKLISTING OF JORSON MARKETING AND CONSTRUCTION
In view of the rescission of the contract of JORSON MARKETING AND CONSTRUCTION by the OIC, District Engineer, Iloilo 1st Engineering District for the construction of Tiolas-Sinugbuhan Road, Km. 60+351 to Km. 73+200 (with exception), San Joaquin, Iloilo, the said Jorson Marketing and Construction and its Proprietor CHIU WASING CEMBRANO are hereby suspended/blacklisted from participating in any bidding or entering into any contract with the DPWH and its line agencies for a period of two (2) years effective this date, this being their second offense.
Moreover, since Jorson Marketing and/or its proprietor is liable to the DPWH for liquidated damages, the difference in the cost of completing the project vis-a-vis the original contract and other charges pursuant to Clause 100 of the DPWH Standard Specifications 1988 and Section 3 of P.D. 1870, all concerned are hereby enjoined not to release any sum of money to Jorson Marketing and Construction and/or its proprietor without prior clearance from the Secretary.
Strict compliance herewith is enjoined.
