CONJUGAL VISITS FOR INMATES



  1. a.  Bureau of Corrections Operating Manual

    b.  Memo dated 5 February 1990 on the subject: "Admission and Control of Inmates' Visitors".

  2. Rationale —

    a.The practice of allowing conjugal visits for inmates which started in 1967 has eliminated the condemnable practice of sodomy among prisoners which has been one of the principal causes of gang wars or violent conflicts among inmates in the prison compounds.

    b.Conjugal relationship is a natural desire of human beings which must not be denied to prisoners.  To do otherwise will negate the main objective of the penal system of rehabilitating prisoners.

    c.After 23 years of allowing conjugal visits for inmates which has definitely produced positive results in the rehabilitation of prisoners, the practice may now be formalized and declared as a correctional policy.

  3. Guidelines — The following guidelines are prescribed in allowing conjugal visits for inmates:

    a.Only the wife of an inmate who is duly registered in the Inmate Regular Visitors Form shall be allowed to visit the inmate in his dormitory.  All other registered regular visitors of an inmate shall be entertained at the designated visitors' shed in the prison compound and if not available, at any designated area.

    b.Wives of prisoners shall be allowed to visit and stay in the inmate dormitory during visiting hours only. They are encouraged to socialize with one another in order to promote friendship and harmony among themselves and their husbands.

    c. Females who are not registered as regular visitors of inmates shall not be allowed to enter the prison compounds, there being no basis or authority for the purpose.  Any prison official or employee violating this instruction shall be dealt with severe administrative sanction.
