USE OF VTS TRUCKS IN THE TRANSFER OF CARGOES TO ATI-ICD CALAMBA, SUBIC AND CLARK SPECIAL ECONOMIC ZONES

I

OBJECTIVES:

1.         To enhance the Bureau's capability to effectively monitor transfer of cargoes to Subic and Clark SEZs

2.         To establish an efficient system of audit and accounting of cargo transfers

3.         To keep the Bureau at par with best international practices

COVERAGE

In the interim, this order shall apply to transfers of cargoes from POM/MICP to ATI-ICD Calamba, Subic and Clark SEZs.

ADMINISTRATIVE PROVISIONS

iii.1      Only trucks with VTS capability shall be authorized to haul cargoes from POM/MICP to ATI-ICD Calamba, Subic, and Clark SEZs

iii.2      VTS providers shall be accredited by the Bureau upon satisfying the minimum parameters set forth in CMO 16-97. SBMA and CDC shall be regularly furnished a list of accredited providers.

iii.3      The use of the VTS technology shall replace underguarding of cargo transfers

IV

REPEALING CLAUSE

All Customs Memorandum Orders, rules and regulations in conflict or inconsistent with this Order are hereby deemed revoked accordingly.

V

EFFECTIVITY CLAUSE

This order shall take effect November 3, 1997.
