[ DPWH DEPARTMENT ORDER NO. 7, January 10, 1991 ]

PROHIBITION ON PUBLIC OFFICIALS/EMPLOYEES AND THEIR RELATIVES FROM HAVING ANY INTEREST, FINANCIALLY OR PECUNIARILY, IN TRANSACTIONS WITH THE DPWH



Pursuant to the declared policy of the State under R.A. No. 6713, otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees, to promote a high standard of ethics in public service so that public officials and employees shall, at all times, be accountable to the people and shall discharge their duties with utmost responsibility, integrity, competence and loyalty and uphold public interest over personal interest, it is directed that no DPWH official/employee shall have direct or indirect financial or pecuniary interest in any business, contract or transaction with the Department.  Neither shall they allow, while in the service, their relatives within the fourth degree of consanguinity or affinity, including their " bilas", " inso" and " balae" to enter into any business, contract or transaction with the Department.

Violation of this Order shall constitute a valid basis for them to be proceeded against criminally or administratively, pursuant to the provisions of R.A. No. 3019, otherwise known as the Anti-Graft and Corrupt Practices Act, or R.A. No. 6713.

This Order shall take effect immediately.
