ISSUANCE OF PLANTILLA APPOINTMENT TO "ABSORBED UNIFORMED, PERSONNEL" OF THE PHILIPPINE NATIONAL POLICE (PNP)



In order to facilitate the issuance and approval of appointments issued to personnel assigned to "the uniformed members of the Philippine Constabulary (PC), Integrated National Police (INP), National Action Committee on Anti-Hijacking (NACAH) of the Department of National Defense, Philippine Air Force Security Command (PAFSECOM), Coast Guard, and the personnel of the technical services of the AFP assigned in the PC including the regular CIS investigation agents and the operatives and agents of the NAPOLCOM Inspection Investigation and Intelligence branch" who opted to join the PNP within six months from January 1, 1991, the Civil Service Commission adopted Resolution No. 92-618 dated May 5, 1992.

Attached for your guidance is a copy of said Resolution and a sample Form of the Plantilla Appointment (PNP Uniformed Personnel) containing the following information: Name, Date of Birth, Sex, Eligibility, Position/Rank, Status of Appointment, Serial Number, and the 1st Day of Service.

Under CSC Resolution No. 91-194 dated February 6, 1991, the "authority to act on appointments of certain PNP members and officers" has been delegated to the Regional Offices of the Civil Service Commission.

Please be guided accordingly.

RESOLUTION NO. 92-618

WHEREAS, Under Section 85 of Republic Act No. 6975 otherwise known as the "Department of the Interior and Local Government Act of 1990" the uniformed members of the Philippine Constabulary (PC), Integrated National Police (INP), National Action Committee on Anti-Hijacking (NACAH) of the Department of National Defense, Philippine Air Force Security Command (PAFSECOM), Coast Guard, and the personnel of the technical services of the AFP assigned in the PC including the regular CIS investigation agents and the operatives and agents of the NAPOLCOM Inspection, Investigation and Intelligence branch shall exercise the option to join the Philippine National Police within six (6) months from January 4, 1991;

WHEREAS, Resolution No. 2 of the Board of Officers and resolution No. 91-03 of the National Police Commission provide for the absorption of the officers and non-officers to their equivalent ranks prescribed in the new law;

WHEREAS, the appointments of more than one hundred thousand members of the uniformed service are impractical to be individually processed by the Civil Service Commission;

WHEREFORE, it is resolved as it is hereby resolved that in order to facilitate the processing of appointments of "absorbed uniformed personnel" to their equivalent and adjusted ranks, it is sufficient that the Plantilla Appointment of Personnel containing the following information: Name, Date of Birth, Sex, Eligibility, Position/Rank, Status of Appointment, Serial Number, and 1st Day of Service from the Rank of Police Officer I to Superintendent together with the Personal Data Sheet duly signed by each absorbed uniformed personnel be submitted for attestation.
