DELEGATION OF AUTHORITY TO THE GENERAL MANAGER OF THE LAGUNA LAKE DEVELOPMENT AUTHORITY TO GRANT OR DENY THE ISSUANCE OF ENVIRONMENTAL COMPLIANCE CERTIFICATE/CERTIFICATE OF NON-COVERAGE (ECC/CNC) FOR PROJECTS LOCATED IN ENVIRONMENTALLY CRITICAL AREAS (ECAS) WITHIN THE LAGUNA DE BAY REGION



In order to further streamline the processing of the ECC/CNC applications and to facilitate the acquisition of such documents by the project proponents, small and marginalized entrepreneurs in the Laguna de Bay as defined by RA 4850, Series of 1996, and pursuant to Section 4 of Presidential Decree No. 1586 and Section 4 of Administrative Order No. 42, Series of 2002, the General Manager of the Laguna Lake Development Authority (LLDA) is hereby authorized to grant or deny the issuance of ECC/CNC for projects located in ECAs within the Laguna de Bay Region.  Issuance and processing of Environmentally Critical Projects (ECPs) shall still be processed at EMB Central Office pursuant to AO 42, Series of 2002.

Processing/evaluation procedures of the ECC/CNC applications shall be in conformity with the DENR Administrative Order No. 2003-30.  The issuance or denial of ECC/CNC applications shall be subject to the confirmation of the DENR Secretary.

This Order shall take effect fifteen (15) days from its publication in a newspaper of general circulation.
