Presidential Proclamation No. 267 dated September 30, 1993 declared the month of October as National Children's Month under the auspices of the Council for the Welfare of Children.

This Proclamation was issued to emphasize the importance of the role of the child within the Filipino family and within Philippine society. The theme for this year's observance is "BATA MAY KARAPATAN, BAYAN MAY KATUNGKULAN".

The Civil Service Commission hereby enjoins all government agencies to conduct any of the following suggested activities relevant to children's concerns:

-           Hang a streamer the theme "BATA MAY KARAPATAN, BAYAN MAY KATUNGKULAN";

-           Conduct of symposia, discussions, seminar-workshops and other related activities on current issues and concerns on the Filipino child to concerned audiences particularly parents and guardians;

-           Organize child-friendly activities for employees, dependents, and other audiences (e.g. art contests, kiddie fairs, etc.);

-           Sponsor photo or art exhibits and film showing both for adults and children;

-           Organize parades, children's match, caravans and field trips.

-           Sponsor free mobile services to disadvantaged children and their families that will provide them with their needs such as medical and dental needs, food and nutrition, play and leisure activities and the like;

-           Conduct/sponsor contest where children can freely express their views and be able to articulate their role as community members;

-           Other relevant activities.

The Council for the Welfare of Children which is located at #10 Apo Street, Sta. Mesa Heights, 1114 Quezon City with telephone number 743-8375 and 740-8863 will be available for consultations, suggestions and other assistance that you may require for the fulfillment of the observance of this year's National Children's Month.
