NEW HANDICAPPING SYSTEM



WHEREAS, the Philippine Racing Commission (PHILRACOM) is mandated to promote and direct the accelerated development and continued growth of horse-racing;

WHEREAS, pursuant to the said mandate there is a need to revise and upgrade a handicapping system that is dynamic and progressive to ensure fair and balanced races and ultimately, to protect the betting public;

WHEREAS, PHILRACOM is empowered to prescribed additional rules and regulations to review, modify, approve or disapprove the rules and regulations issued by persons or entities concerning the conduct of horse races held by them;

WHEREAS, PHILRACOM has formulated a Handicapping System that is aimed (1) to protect the betting public, due to less human intervention and remove the advantages to deliberately lose a race; (2) to protect the horse racing industry by prolonging the racing career of racehorses and ensure the early recovery of investment;

WHEREFORE,  it is hereby resolved by the BOARD OF COMMISSIONERS of the PHILRACOM, after due notice and thorough consultation with the persons/entities concerned, that a new handicapping system be adopted and promulgated as follows:

(ALL RUNNERS STARTING THEIR RACING CAREER ON 01 APRIL 2007
ONWARDS ARE LOCKED-IN TO THE NEW SYSTEM)

  1. All 2 YO declared in the maiden race for the week will be guaranteed a run.

  2. If the 2 yo declared is more than 14, we will  have 2 maiden races for 2 YO etc.

  3. 3 continuous loses or 4 weeks lay off (for non-placers only) will entitle the horse to be classified to the condition races for:

    1. Winners/placers
    2. Non-placers
    3.  Juvenile division

  4. On 3 April 2007, special races and invitational races offered by the racing clubs will be allowed for the following:

    1. Imported (local may join)
    2. Local horses in cd2 and/or combines cd2/3 weight for age rule.
    3. Local horses in cd3 and/or combine cd2/3 weight for age rule.

    Special and Invitational races for cd4 offered by the racing clubs will be temporarily suspended to give way to our new system.

  5. On 3 April 2007, the allowance race will be cancelled.

    •     2 YO horses will go to the new system
    •     3 YO and up will go to the class division

  6. On 3 April 2007, all 2 YO horses who started their racing career prior to 1 April 2007 will be classified to the new system.

    THE ENTRY POINT WILL BE AS FOLLOWS:
    (Jan. to March 2007 2 YO)

    1.
    CAREER EARNINGS BELOW 500K
    JD 2-1B
    2.
    CAREER EARNINGS 500K TO BELOW 1M
    JD2-1A
    3.
    CAREER EARNINGS 1M  TO BELOW 1.5M
    JD 2-2B
    4.
    CAREER EARNINGS 1.5M  AND ABOVE
    JD 2-2A


    1. “No going down” on vacation or run/loss will be in effect for all 2 YO.

    2. By 01December2007, there will be a review of performances and earnings of all 2 yo. The money earned will determine the entry points of the 2yo that will become 3 yo by 01 January 2008.

    3. By 01 January 2008, all 4 yo and above can enter the new handicapping system on a voluntary basis. If the new system proves to be successful all horses regardless of age will now be integrated to the new handicapping system by 01 august 2008. Their entry points will again be determined by their career earnings.

    4. The old handicapping system for 3 yo and above will still be in effect i.e.,

      • 3 continuous losses 1 group down
      • 3 months vacation 1 group down
      (Maximum of 4 groups down)

    5. No bearing races will be discontinued i.e., 1 win per group only

    6. No additional weights for placers

    7. Apprentice allowance in effect
