PREMATURE RELEASE OF PRISONERS



There were occasions in the past that some inmates had been prematurely released based on spurious documents. Most often a list are being recommended for release by your offices based on various reasons, like: served sentence; parole; conditional pardon; and, acquittal. The undersigned usually approves the recommendations, relying mostly on your sincerity, trustworthiness, and in your dedication in scrutinizing the authenticity of the submitted supporting papers for the release of subject inmates.

I am therefore reminding you that after all the papers and your recommendations have been prepared and signed by you, my approval is merely ministerial.

In the light of this situation, I reiterate that the recommending authority must be meticulous and extra careful in the examination of the supporting papers to obviate the possibility of the mistakes/oversights leading to the premature release of prisoners.
