[ NTC MEMORANDUM CIRCULAR NO. 3-6-98, June 09, 1998 ]

BARRING INCOMING COLLECT CALLS TO CELLULAR MOBILE TELEPHONE SERVICE (CMTS)



Pursuant to RA 7925 otherwise known as the Public Telecommunications Policy Act and Act 146, as amended known as the Public Service Act, and in order to prevent further financial losses to the CMTS operators due to mounting uncollected revenues on incoming collect calls, the Commission hereby orders the barring of all incoming collect calls to the CMTS.

The CMTS operators are directed to immediately conduct a massive information dissemination to the public through mass media and in bill printouts regarding this circular for a period of one (1) month from the effectivity of this circular, after which barring of all incoming collect calls to the CMTS shall be fully implemented for a period of two (2) years from the effectivity of this Circular.

Report charge for domestic long distance calls shall be collected from all subscribers who place collect calls to the CMTS.

This circular does not cover incoming collect calls to CMTS which are handled and processed by operators of Foreign Administrations. The CMTS operators shall exert all efforts to inform and convince operators of Foreign Administrations to bar incoming collect calls to CMTS.

This Circular shall take effect fifteen (15) days after publication in a newspaper of general circulation and three (3) certified true copies furnished the UP Law Center.
