AMENDMENT TO MEMORANDUM NO. 530-2004 DATED JULY 12, 2004 RE: IMPLEMENTING GUIDELINES FOR THE IRR GOVERNING THE ISSUANCE OF OPTIONAL MOTOR VEHICLE PLATES BEARING PREFERRED INSCRIPTIONS OTHERWISE KNOWN AS “VANITY LICENSE PLATES”, PARTICULARLY ON THE ALPHANUMERIC COMBINATION OF VLP SELECT EDITION, DROPPING OF THE VLP PREMIUM EDITION AND LOSS OF VANITY PLATES



Section 4.1b, 4.1c and Section 5 of Memorandum Circular No. 530-2004 dated July 12, 2004 are hereby amended to read, thus:

“b.   Premium Edition category – consists of 3-numeric and 3-alpha characters. Alpha characters shall be A-Z or a total of 26 letters and numeric starts from 001 to 999.

This edition will no longer be offered effective immediately, to give way to additional series of alpha-numeric combinations for Vanity License Plates.”

“c.   Select Edition category – consists of alpha numeric or alpha character combination such as name, slogan, initial and other combination not in conflict with Limited Edition and Premium categories and is made up of a minimum of three (3) or a maximum of six (6) numeric-alpha characters. The price is Ten Thousand Pesos (Php 10,000.00) inclusive of the handling cost by the designated LTO courier.

Because of their similarity with regular and special plates, effective immediately, preferred inscriptions consisting of three or two alpha characters and one numeric character, e.g. JEA8, 007 shall no longer be allowed.”

“Section 5.   Installation, renewal or loss of VLP

a.    A vanity license plate shall be issued only to the owner of a duly registered motor vehicle and shall be installed at the space allotted for the rear license plate of the motor vehicle. Only one (1) vanity license plate shall be issued per motor vehicle.

b.    One piece of VLP validation sticker containing the same characters as those in the vanity license plate shall be installed at the upper right corner of the inside rear windshield of the motor vehicle.

c.    The owner shall pay an annual renewal fee of the VLP and the yearly renewal registration fee of the motor vehicle. Likewise, the transfer fee shall be collected whenever the VLP is transferred from the original owner to a transferee or his beneficiary.

d.    In case of lost plate, a duplicate VLP will be issued as a replacement upon submission of the following documents:

1)   Sworn Affidavit of Loss

2)   LETAS Alarm Report

3)   Police Report

4)   Original OR on payment of the lost VLP

5)   Original VLP Certificate of Title

6)   Photocopy of Certificate of Registration (CR) of Motor Vehicle

7)   Photocopy of the latest Official Receipt (OR) of Registration”


All previous orders and or memoranda that are in conflict herewith are hereby superseded.
