MANDATORY VALIDATION OF EMISSION TESTING RESULTS IN THE LTO IT PROJECT’S SYSTEM



Pursuant to Department Order Nos. 2005-34 and 2005-37, prescribing the rules and regulations governing the authorization of Private Emission Testing Centers (PETC) and PETC Information Technology (IT) Providers, all PETCs are required to be connected to the LTO-IT System on an online and real-time basis through their respective PETC-IT Providers allowing the verification of the emission test results at the LTO District Offices prior to motor vehicle registration.

With this, LTO officials and employees shall accept only emission test results that are verified and authenticated online, real time under the DOTC/LTO-IT System effective January 2, 2007.

The following are the guidelines in the processing of motor vehicle registration:

  1. The system will verify and accept only motor vehicles with “Passed” emission test results for renewal registration of “Private” and “Exempt Private” vehicles and if combined with any miscellaneous transaction, otherwise, a rejection letter will be generated;
  2. The system will not validate emission test results of other motor vehicle classifications and type of transactions;
  3. If the motor vehicle has no corresponding emission record, a rejection letter will be generated (See Annex A [*] for sample);
  4. The system will only accept emission test results issued by DOTC/LTO Authorized Private Emission Testing Centers (PETC) connected to the LTO-IT System online and real-time; otherwise, a rejection letter will be generated (See Annex B[*] for the list of duly authorized PETC-IT Providers).

All orders/memoranda in conflict herewith are deemed superseded.
