AMENDMENT TO MEMORANDUM CIRCULAR NO. RTL-MC-03417 RE: PROCEDURES TO IMPLEMENT EXECUTIVE ORDER NO. 142 IN RELATION TO JOINT DEPARTMENT ORDER (JDO) NO. 2002-82 REQUIRING OWNERS OF TAXABLE IMPORTED MOTOR VEHICLES TO SECURE FROM THE BOC-BIR A CLEARANCE AS A PRECONDITION FOR THEIR INITIAL OR RENEWAL OF REGISTRATION WITH THE LAND TRANSPORTATION OFFICE



To further enhance the procedures on the implementation of Executive Order No. 142 in relation to the JDO No. 2002-82 and promote the utmost convenience of all the motor vehicle owners concerned, Sections III (B) and IV of Memorandum Circular No. RTL-MC-03417 dated January 13, 2003, are hereby amended to read as follows, viz: 

III. IMPLEMENTING PROCEDURES 

B. For tax-paid/duty-paid and registered Motor Vehicles imported in the year 2000, 2001 and 2002. 

Renewal of Registration of imported motor vehicles under this category may be undertaken in the LTO district office where the same is currently registered or in any other LTO district office at the option of the owner subject to existing LTO Regulations on change of venue. However, the corresponding new validation sticker will be issued and released only after the appropriate clearance shall have been secured from the BOC-CCU at the LTO Central Office in East Ave., Q.C. 

IV. MONITORING PROCEDURE: 

To ensure that the implementing procedure will be monitored properly and orderly, only the following National Capital Region District Offices are hereby assigned to accept registration of Imported Motor Vehicles falling, under the category as defined in Section III (A) of this Memorandum Circular:

  a. Pasay District Office
  b. Caloocan District Office
  c. Diliman District Office
  d. Quezon City District Office

The district heads of the aforementioned designated district offices are required to submit their respective reports to the NCR Director who, in turn, shall submit a summary report to the Assistant Secretary.

All other provisions of Memorandum Circular No. RTL-MC-03417 not amended hereby shall remain in full force and effect.

This Memorandum Circular shall take effect immediately.
