CLARIFICATION ON THE IMPLEMENTATION MEMORANDUM CIRCULAR NO. RTL-MC-03417, AS AMENDED BY MEMORANDUM CIRCULAR NO. RTL-MC-03421



1. It is hereby reiterated and confirmed that the BOC-BIR clearance of all untaxed and unregistered completely built-up (CBU) units or imported motor vehicles regardless of year model, including motorcycles provided under Section II (a) of RTL-MC-03417 shall be secured at the One-Stop Shop established at the Central Office for the purpose. Further, registration of all covered motor vehicles hereunder may be done only in any of the following district office, viz: Pasay District Office, Caloocan District Office, Diliman Office, and Quezon City District Office;

2. As regards all motor vehicles that are tax-paid/duty-paid and currently registered Motor Vehicles imported into the country during the year 2000, 2001 and 2002, regardless of the Port of Entry, except those imported under the Motor Vehicle Development Program (MVDP) of the Board of Investment (BOI), the requirement to secure clearance from the BOC-BIR as a precondition to the renewal of registration as provided under Section II (b) of RTL-MC-03417 shall commence on 1 April 2003. Prior to said date, all subject motor vehicles with plates ending in 1, 2 and 3 may be renewed registration this year without the said clearance however, the District Head concerned is required to stamp on the Official Receipt the words "SUBJECT TO BOC-BIR CLEARANCE".
