AMENDMENT TO PARAGRAPH #4 OF MEMORANDUM CIRCULAR NO. RTL-MC-03423 ON MANDATORY EMISSION TEST



In district(s)/area(s) where LTO testing facilities have yet to be installed, owners of public utility vehicles (For Hire) such as PUJ, PUB, taxi and Filcab including motorcycles and tricycles, may be allowed to renew registration upon presentation of an undertaking by the owner, which need not be under oath, that the subject vehicle shall be presented for emission testing within three (3) months therefrom or upon availability of the test equipment at LTO offices. Notwithstanding the registration, the validation sticker shall be retained by LTO and shall not be released to the owner until the emission test is completed and the subject vehicle shall have passed the same.

This Memorandum Circular shall take effect immediately.
