[ LTO MEMORANDUM CIRCULAR NO. RIB-2007-799, January 24, 2007 ]

ALL TERRAIN VEHICLES (ATVs)



Reports have reached this office, that there are still district/extension offices who continue to register “All Terrain Vehicles” (ATVs) despite of the issuance of memorandum dated 12 May 2006 which prohibits registration of the same until such time that these are properly classified and appropriate guidelines for registration are issued.

Henceforth, all concerned employees are required to strictly implement the said memorandum. However, for those that were already registered the following guidelines should be observed, to wit:

  1. Renewal should  no longer be effected.
  2. ATVs being operated in the highway should be apprehended;
  3. Plate should be confiscated and CR/OR should be cancelled;
  4. Recording fee in the amount of P500.00/year should instead be collected pursuant to  Sec. 3 of RA No. 8794, including cost of sticker, IT fee and LRF;
  5. Creation of ATV data in the database;
Any official/employee found violating this Memorandum Circular shall be subject to administrative sanction in accordance with existing CSC Rules and regulations.

This takes effect immediately and all issuances in conflict herewith are deemed superseded.

Strict compliance is hereby enjoined.
