[ MMDA RESOLUTION NO. 02-23, s. 2002, July 25, 2002 ]

AUTHORIZING THE MMDA CHAIRMAN TO IMPLEMENT POLICIES AND PROGRAMS ON BUS LANES/PUBLIC UTILITY VEHICLE LANES ALONG MAJOR THOROUGHFARES OF METRO MANILA



WHEREAS, R.A. 7924 empowers the Metropolitan Manila Development Authority to coordinate, monitor and formulate policies, standards, programs and projects concerning transport and traffic management in Metro Manila, which involve among other things, the administration and implementation of all traffic enforcement operations, traffic engineering services and traffic education programs, including the institution of a system to regulate road users and the institution of a single ticketing system;

WHEREAS, there is an urgent need to alleviate the traffic congestion along major thoroughfares of Metro Manila; 

WHEREAS, in order to ease the flow of traffic, Public Utility Vehicle (PUV) lanes identified by yellow lane markings on the pavements have been accordingly designated and installed at certain strategic thoroughfares in the metropolis; 

WHEREAS, the use of the existing capacity of Epifanio De Los Santos Avenue (EDSA) and other road routes in Metro Manila has been rationalized with the adoption of some traffic improvement measures such as designation of PUV lanes aimed to reduce pedestrian and vehicle conflict, minimize interaction of PUVs with other vehicles and improve the existing capacity of congested locations; 

WHEREAS, to effect a continuous traffic flow in Metro Manila, there is a need to assign additional lane for PUVs along its major thoroughfares; 

WHEREAS, pursuant to Section 7 (d) of RA 7924, the MMDA Chairman is empowered to execute policies and measures approved by the Council and be responsible for the efficient and effective day-to-day management of the operations of the MMDA. 

WHEREAS, the Metro Manila Council (Council), in session duly assembled, recognizes the need to implement new policies and programs on bus lanes/PUV Lanes along major thoroughfares of Metro Manila in order to ease the traffic problem along these routes; 

NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of Republic Act No. 7924, that the Council hereby authorizes the MMDA Chairman to implement policies and programs on bus lanes/PUV lanes along major thoroughfares of Metro Manila. 

This Resolution shall take effect upon approval.
