CREATION OF A COMMON BONDED WAREHOUSE DIVISION, POM



In view of the increase in the number of common bonded warehouses and their accredited members and in order to properly supervise and control the operations thereof, a Common Bonded Warehouse Division is hereby created the operations of which shall be governed by the Administrative Order.

1.0

FUNCTIONS


1.1 Supervise and oversee the operations of:

Common Bonded Warehouses

Accredited members of Common Bonded Warehouses

Sub-contractors of Common Bonded Warehouses and their accredited members

1.2 Authorize the transfer of cargoes to be warehoused in bonded warehouses under its supervision.

1.3 Supervise the packing, stuffing and transfer of finished products for exportation from the CBI to loading points.

1.4 Determine imported material usage against accepted formula of manufacture and review export documents to establish the fact of exportation of finished goods for the purpose of recommending cancellation of bonds and liquidation of entries.

1.5 Maintain systematic records of all common bonded warehouses and other entities under its supervision.

1.6 Submit periodic reports and information as may be required.

1.7 Perform such other appropriate functions consistent with the assigned tasks.

2.0

ORGANIZATION and STAFFING


The Common Bonded Warehouse Division (CBWD) shall be headed by a Customs Operations Chief who shall be under the District Collector of Customs, Port of Manila, through the Deputy District Collector of Operations. He shall be assisted by an Assistant Chief.

The District Collector shall assign as many document processors, CBW officers, storekeepers and guards that may be needed to effectively carry out the functions and responsibilities of the Common Bonded Warehouse Division.

3.0

TRANSFER OF JURISDICTION


3.1 All existing common bonded warehouse registered with the Port of Manila, shall be transferred to the above created division except those the Commissioner of Customs may deem necessary to exclude.

3.2 All records pertaining to the operations of the subject common bonded warehouses, including logbooks shall be turned over by the Chief of the Miscellaneous Manufacturing Bonded Warehouse Division and Garments Textile Manufacturing Bonded Warehouse Division to the Chief, Common Bonded Warehouse Division.

3.3 For purposes of smooth and continuous supervision, the Customs personnel assigned to the above bonded warehouse shall be deemed transferred to the Common Bonded Warehouse Division.

3.4 All subsequent applications to operate a common bonded warehouse shall be filed directly with the Common Bonded Warehouse Division.

4.0

EFFECTIVITY


This Order shall take effect upon approval by the Secretary of Finance.
