SUPPLEMENTAL GUIDELINES ON BIDDING FOR THE PROCUREMENT OF SUPPLIES, MATERIALS AND EQUIPMENT AND CONTRACTING OF JOB ORDERS FOR USE IN THE DEPARTMENT OF ENERGY (DOE)
Pursuant to the Guidelines issued under Department Order No. 95-02-04 dated 10 February 1995, the DOE Filed Offices in Visayas and Mindanao shall process the procurement/contracting of their requirements for supplies, materials and equipment/services costing P50,000.00 or less.
Accordingly, these Offices shall conduct public and sealed canvasses of at least 3 formal quotations/proposals for purchases and job orders without the usual posting of invitation to bids. As such, it shall evaluate the quotations and complete the bidding process until the award of Purchase Orders/Job Order Contracts to the suppliers and contractors which offer the most advantageous proposal to the government, taking into consideration the quality of the items being procured and the services to be rendered.
