DEFERMENT OF THE USE OF THE ADVICE TO DEBIT THE ACCOUNT (ADA) AS A DISBURSEMENT DOCUMENT



1.0 The use of the ADA as a disbursement document for payment of Accounts Payable (A/P) for external creditors as well as retirement and Terminal Leave (RG/TL) benefits by pilot departments, in accordance with the provisions of Circular Letter (CL) Nos. 99-2 and 99-4, shall be deferred until March 31, 1999.

2.0 Meanwhile, the pilot departments shall continue to pay their external creditors and retirees out of their NCAs issued for the purpose using MDS checks. In these cases, the procedures prescribed for the payment of A/Ps for internal creditors as prescribed under CL 99-2 and the guidelines for payment of RG/TL benefits for the non-pilot department per CL 99-4, shall be followed.

3.0 Please be guided accordingly.
