[ LTFRB MEMORANDUM CIRCULAR NO. 2004-041, December 13, 2004 ]

RE-ALIGNMENT OF FORTY PERCENT (40%) OF THE 179 PUB AUTHORIZED UNITS OPERATING ALONG THE GROTTO - NAIA VIA EDSA FAIRVIEW ROUTE FOR MODIFICATION TO GROTTO - FTI INTEGRATED TERMINAL VIA EDSA, C-5, MARKET-MARKET UNDER THE METRO MANILA BUS RATIONALIZATION PROJECT



Pursuant to the recommendation of the Department of Transportation and Communications (DOTC) to re-align at least 40% of the 179 PUB authorized units (54 units) operating along the Grotto - NAIA via EDSA, Fairview route, for modification to operate the Grotto -FTI Integrated Terminal via EDSA, C-5, Market-Market route under the Metro Manila Bus Rationalization, the Board is now accepting Applications/Petitions for Route Modification.

Relative to the above, all applicants/petitioners must be of good standing and current holders of subsisting Certificate of Public Convenience to operate along the Grotto - NAIA via EDSA, Fairview route. Said applications/petitions shall be accepted on a FIRST-COME, FIRST-SERVED Basis, subject to submission of jurisdictional requirements and hearing by the Board en banc.  Should there be any disqualified and/or dismissed applications/petitions, the Board may re-open the filing of applications/petitions.  PUB units must not be more than ten (10) years old, reckoned from the date of manufacture, PETC compliant and subject to inspection procedures of this Board.  Further, applicants must submit their Financial Statements and Annual Reports for the past two (2) preceding years.

The following is the detailed Route Description of the said modified route:

GROTTO - FTI INTEGRATED TERMINAL VIA EDSA, C-5, MARKET-MARKET

"Grotto Terminal, Bocaue Provincial Road, Quirino Highway, Regalado Avenue, Commonwealth Avenue, Quezon Memorial Circle, East Avenue, EDSA, Aurora Boulevard (Tramo, Pasay), Andrew Avenue, Sales Road, East Service Road, C-5 up to Market-Market Terminal and back via same route."

This Memorandum Circular supersedes any and all issuances inconsistent herewith and takes effect immediately following the filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.
