[ MTC MEMORANDUM CIRCULAR NO. 05, February 17, 1997 ]

GUIDELINES ON THE IMPLEMENTATION OF THE GENERAL TANKER FAMILIARIZATION COURSE



1.         Pursuant to Memorandum Circular No. 05, Series of 195 (Guidelines in Implementing MTC Resolution 04, Series of 1995 on IMO Model Courses as MTC Training Standards) the Oil Tanker Familiarization Course, Chemical Tanker Familiarization Course and Liquefied Gas Tanker Familiarization Course shall be consolidated into a General Tanker Familiarization Course based on paragraph 1.2, Regulation V/I; paragraphs 2 to 7, Section A-V/I, STCW 95. The following pertinent guidelines are hereby adopted:

1.1  Training Centers with existing training permits to conduct Oil Tanker Familiarization Course (IMO Model Course 1.01) and/or Chemical Tanker Familiarization Course (IMOModel Course 1.05) may continue to offer these courses.

1.2  Training centers with existing valid permits for the Oils and/or Chemical and/or Liquefied Gas Tanker Familiarization Course subject to the usual evaluation process as provided for under MTC Memorandum Circular No. 01, Series of 1996. Upon approval of the permit the concerned training center shall cease offering the 3 separate tanker familiarization courses.

1.3  Duly accredited training centers intending to offer the General Tanker Familiarization Course for 60 hours in accordance with paragraph 1.2, Regulation V/I; paragraphs 2 to 7, Section A-V/I of STCW 95, may apply for accreditation subject to the usual existing rules and regulations.

1.4  Training centers accredited to offer the General Tanker Familiarization Course shall notify the Maritime Training Council Secretariat one week before the commencement of the training program for this particular course in order to ensure recognition of certificates by concerned agencies.

1.5  The training centers conducting the General Tanker Familiarization Course shall submit the usual enrollment and graduates report to the MTC Secretariat.

2.         All issuances inconsistent with this Memorandum Circular are hereby repealed or modified accordingly.

3.         This Memorandum Circular shall take effect immediately.
