REDUCTION OF MINIMUM FIVE (5) SUBJECTS TO FOUR (4) SUBJECTS AS BASIS FOR THE REMOVAL EXAMINATIONS IN THE WRITTEN EXAMINATION FOR OPTOMETRISTS



WHEREAS, R.A. 1998, an "Act Regulating the Practice of Optometry in the Philippines", does not provide therein for the examination rating;

WHEREAS, Sec. 6, par. (g) of P.D. 223, as amended, states the Board of Optometry's power in part, to wit: "x x x subject to approval by the Commission, determine the appropriate passing general average rating if not provided for in the law regulating the profession";

WHEREAS, the guidelines on the examination rating that the Board applies are the following:

"To pass the examination, an examinee must obtain a general average rating of at least 70% in both the written and performance test with no rating below 50% in any subject or exercise. An examinee who passes the written examination but fails in the performance test or vice versa may be permitted to take two (2) removal examinations in the phase of the examination where he/she failed or if an examinee failed to pass in any phase of the examination but obtained at least 70% in at least five (5) subjects in the written examination or two (2) exercises in the performance test may likewise be permitted to take two (2) removal examinations only in the subject(s) exercise where he/she obtained below 70% upon proper application and payment of the required fee. Rating in red ink indicate subjects/exercises passed in a previous examination."

WHEREAS, passing at least five (5) subjects as basis for the removal examinations in the failed subjects is logical for nine (9) subjects given in the previous examinations, but passing in at least four (4) subjects is reasonable for six (6) subjects; and

WHEREAS, the reduction of the five (5) subjects to four (4) subjects is fair and equitable to those who are entitled to removal examination under the six (6) subjects,

NOW, THEREFORE, by virtue of its quasi-legislative (rule-making) power under Sec. 10 of R.A. No. 1998, the Board RESOLVED, as it is hereby RESOLVES, to reduce the "at least five (5) subjects" to "at least four (4) subjects", and, accordingly, to prescribe and adopt the following guidelines on the examination rating, viz.:

"To pass the examination, an examinee must obtain a general average rating of at least 70% in both the written and performance test with no rating below 50% in any subject or exercise. An examinee who passes the written examination but fails in the performance test or vice versa may be permitted to take (2) removal examinations in the phase of the examination where he/she failed or if an examinee failed to pass in any phase of the examination but obtained at least 70% in at least four (4) subjects in the written examination or two (2) exercises in the performance test may likewise be permitted to take two (2) removal examinations only in the subject(s) exercise where he/she obtained below 70% upon proper application and payment of the required fee. Rating in red ink indicates subjects/exercises in a previous examination."

FURTHER, RESOLVED, that the following new guidelines shall be applicable in the July 1995 Optometry Licensure Examination and subsequent examinations.

FURTHERMORE, RESOLVED, that the resolution, upon approval by the Commission, shall be effective after fifteen (15) days following its publication in the Official Gazette or in any newspaper of general circulation, whichever is earlier.

FINALLY, RESOLVED, that this resolution be disseminated through the schools, colleges/universities offering the course of optometry to all concerned.
