BOARD RESOLUTION NO. 634, S. 2004

PRC BOARD FOR PROFESSIONAL TEACHERSA RESOLUTION AMENDING CERTAIN SECTIONS OF BOARD RESOLUTION NO. 95-01, THE RULES AND REGULATION IMPLEMENTING THE "PHILIPPINE TEACHERS PROFESSIONALIZATION ACT OF 1994' IN VIEW OF REPUBLIC ACT NO. 9293, AN ACT AMENDING CERTAIN SECTIONS OF REPUBLIC ACT NO. 7836, OTHERWISE KNOWN AS THE "PHILIPPINE TEACHERS PROFESSIONALIZATION ACT OF 1994"



Pursuant to Section 6 (a), Art. II and Section 30, Article IV of R.A. No. 7836, known as the "Philippine Teachers Professionalization Act of 1994", the following Guidelines for the implementation of the provisions of Republic Act No. 9293 is hereby formulated and adopted:

SECTION 1. Section 3, Article I is hereby amended to include the following Definition of Terms:

  1. Civil Service Teacher Eligibles - refer to teachers who hold Guro Certificate or Civil Service Eligibility issued by the Civil Service Commission.

  2. Six (6) Units in Pedagogy - refer to any of the Education subjects in clusters 1 (Educational Psychology), 2 (Principles and Techniques of Teaching), 3 (Principles of Education) and 4 (Measurement and Evaluation).

  3. Content Courses - refer to any subjects in the teacher's field of specialization or concentration or for teachers without specialization or concentration or any subjects in the elementary level with a total of six (6) units.

SECTION 2. Section 16 (e), Article III is hereby amended as follows:

Section 16. Qualifications and Requirements for Examination of Professional Teachers of the Pre-school, Elementary, Secondary and Vocational/Technical Levels. - Any person who possesses the following qualifications may file an application to take the written examination for professional teachers of the preschool, elementary, secondary, and vocational/technical levels:

e.    A graduate of a school, college or university recognized by the government and a possessor of the minimum educational qualifications, as follows:

  1. For teachers in preschool, a bachelor's degree in early childhood education (BECED) or its equivalent;

  2.  For teachers in the elementary grades, a bachelor's degree in elementary education (BSEED) or its equivalent;

  3.  For teachers in the secondary grades, a bachelor's degree in education or its equivalent with a major and minor, or a bachelor degree in arts and sciences with at least EIGHTEEN (18) UNITS in professional education; and

  4. For teachers of vocational and two-year technical courses, a bachelor's degree in the field of specialization or its equivalent, with at least eighteen units (18) in professional education.

The duly accomplished application shall be filed with the Application Division of the OFFICE FOR PROFESSIONAL TEACHERS accompanied by authentic copies of the following documents:

  1. CERTIFICATE OF LIVE BIRTH DULY ISSUED BY THE NATIONAL STATISTICS OFFICE IN SECURITY PAPER;

  2. Medical Certificate issued by a government physician;

  3. NBI or Police clearance;

  4.  Transcript of Records indicating therein the date of graduation, with Special Order, unless the said Special Order is dispensed with in accordance with law or rules and regulations issued by the Commission on Higher Education (CHED);

In case of an alien, the application shall be accompanied by the documents in (b) and (d) including a document showing his citizenship and an authentic copy of the law on reciprocity of his country covering the teaching profession.

SECTION 3. Section 18, Article IV is hereby amended as follows:

Section 18. Registration of Professional Teachers without Examination. - any person may file an application for registration as a professional teacher without examination provided that he possesses the following qualifications:

  1. Holder of a certificate of eligibility as a teacher issued by the Civil Service Commission or the Department of Education, Culture and Sports (DECS); or

  2. Registered professional teacher with the National Board for Teachers under the Department of Education, Culture and Sports (DECS) pursuant to Presidential Decree No. 1006.

The aforecited applicants must have rendered an actual teaching service of not less than one school year prior to application date.

The Table on the Equivalent Academic Units and Actual Teaching Service Rendered shall be used in the appreciation of documents submitted by the applicants as provided hereunder:

The duly accomplished application shall be accompanied by authentic or authenticated copies of the following:

  1. Certified photocopies of Report of Rating, or in the absence thereof, Certification of Rating or Guro Certificate issued by the Civil Service Commission;
  2. Marriage Certificate issued by the National Statistics Office in security paper (if applicable);
  3. Certificate of Live Birth issued by the National Statistics Office in security paper;
  4. Two (2) recent colored pictures (passport size in plain, white background, with complete nametag);
  5. Certified photocopies of Service Record issued by the employer or original copy of transcript of records bearing at least 12 units of Education courses or a certificate showing 216 hours of equivalent relevant training from any of the Board's prescribed courses.  Such courses or equivalent relevant training shall have been taken within the past five (5) years prior to the date of application.

The six (6) units of Pedagogy shall be on any subjects listed in cluster 1, 2, 3, and 4.  The six (6) units of content courses shall be on any subject related or required of a particular field of concentration.

2)    Equivalent Training

  1.     216 hours consisting of:
    a.1. 108 hours in Professional Education
    a.2. 108 hours in the field of concentration
  2.     Certificates from Seminars in:
    b.1. 108 hours in Professional Education
    b.2. 108 hours in the field of concentration

In the evaluation and approval of the application and the attached documents and papers, the following procedures shall also be observed:

  1. Teacher incumbency shall be verified on the basis of a certified list of public and private school teachers incumbent.
  2. Teacher eligibility of those in Categories A and B shall be verified on the basis of the CSC master list of eligible teachers.
  3. Applicant for registration shall pay the usual registration fees.

SECTION 4. Section 20, issuance of Temporary Permit, Article IV is hereby repealed.  The said Section 20 shall now read as follows:

Section 20. Issuance of Special Permit to an Expert. Any person who has excelled and gained international recognition and is widely acknowledged as an expert in his or her respective field of specialization maybe issued a Special Permit by the Board subject to the approval by the PRC.

Application for Special Permit shall be filed together with the following documents:

  1. Certificate of award or recognition of international stature;
  2. Diploma/s/Certificate/s of expertise in his/her specialization or field of education;
  3. Indorsement by the President of the Integrated and Accredited Professional Organization (APO).

The Special Permit shall be issued upon compliance with and under the following conditions:

  1. The applicant is a Filipino citizen.
  2. The above-mentioned documents have established the reason for issuance of the permit.
  3. The Board shall issue a Resolution subject to approval by the Professional Regulation Commission for the issuance of the Special Permit.
  4. The Special Permit shall be effective for a period of no more than one (1) year from date of issuance thereof and shall indicate therein the nature of professional services and conditions/limitations thereto.

The Board may renew the said permit for valid reason/s.

SECTION 5. Section 21, Special/Temporary Permit for Para-Teachers is hereby amended as follows:

Section 21. Special Permit for Para-Teachers - Any person who failed the licensure examination for professional teachers, with a rating of not lower than five (5) percentage points from the passing general average rating, shall be eligible as para-teachers.  He/she may file his/her application for issuance of a Special Permit with the Application Division of the Office for Professional Teachers.

Together with his/her application, he/she shall submit the following documents or papers:

  1. Board Rating with a general average of at least seventy percent (70%) in the licensure examination for professional teachers.

  2. Two (2) recent colored pictures (passport size in plain, white background, with complete nametag).

The Special Permit shall be issued upon compliance with and under the following conditions:

  1. Rating in the examination shall be verified on the basis of the rating appearing on records;

  2. The Department of Education (DepEd) and/or the Autonomous Region for Muslim Mindanao (ARMM) shall provide the Board with a list of areas where there is a shortage or absence of a professional teacher therein;

  3. Special permit shall be issued through appropriate Board resolution approved by the PRC indicating therein the period therefor and the area of assignment.

  4. The special permit shall be effective for two (2) years upon applicant's payment of the special permit fee.

  5. The special permit shall be renewable for a non-extendible period of two (2) years.

  6. Special permits issued to para-teachers by the Board for Professional Teachers before the effectivity of this Act shall be allowed to expire based on the period granted therein: Provided, That only special permits with a validity of three (3) years may be renewed upon expiration for a non-extendible period of two (2) years.

SECTION 6. References to the term "Department of Education, Culture and Sports", in the herein Board Resolution and in Board Resolution No. 95-01 are hereby amended to read as "Department of Education" and "DepEd", respectively.

SECTION 7. Separability Clause. - If, for any reason, any section or provision of this Resolution or the application of such section or provision to any person or circumstance is declared unconstitutional or invalid, no other section or provision of this Act shall be affected thereby.

SECTION 8. Effectivity - This Resolution shall be effective after fifteen (15) days following its complete and full publication in the Official Gazette or newspaper of general circulation.

SECTION 9. Repealing Clause - Provisions in Board Resolution No. 95-01 other than those that are expressly amended or superseded by the provisions in the herein Resolution shall be deemed repealed or amended if they are inconsistent with this Resolution.  Other circulars, resolutions, orders, rules, and regulations whose provisions are inconsistent with the provisions of this Resolution are hereby repealed or modified accordingly.
