A RESOLUTION APPROVING THE CONSTRUCTOR's PERFORMANCE EVALUATION SYSTEM (CPES) IMPLEMENTING GUIDELINES FOR TELECOMMUNICATIONS PROJECTS



WHEREAS, Section 1V P.E. — Evaluation of Contractors Performance of the Implementing Rules and Regulations (IRR) of PD 1594 provides, among others, the performance evaluation of all contractors undertaking government projects by the concerned agencies regardless of contract amount and funding source, and the formulation of the Constructor’s Performance Evaluation System (CPES) by a committee composed of representatives from government tendering agencies, constructors associations, and construction-related professional organizations created by the Construction Industry Authority of the Philippines (CIAP).

WHEREAS, Section P.E. 2 — Evaluation Guidelines also calls for the formulation of CPES Guidelines for each project type/category under the Philippine Contractors Accreditation Board (PCAB) registration and classification function. Such CPES shall be presented to the NEDA Board’s Committee on Infrastructure (INFRACOM) for approval, and shall become effective upon approval by the INFRACOM and fifteen (15) days after publication by CIAP.

WHEREAS, the INFRACOM, deliberated and approved the CPES Guidelines for Telecommunications Projects in its 25 January 2002 meeting subject to submission of any further comments by the members on or before 30 January 2002.

WHEREAS, no comments were submitted by the member agencies within the agreed timeframe.

NOW, THEREFORE, be it resolved, as it is hereby resolved, to approve, as the same is being approved, that the Implementing Guidelines on the Constructor’s Performance Evaluation System (CPES) for Telecommunications Project be adopted by the government.
