[ PRC RESOLUTION NO. 2004-243, S. 2004, October 25, 2004 ]

AMENDING PARAGRAPH 3, ITEM 1 OF RESOLUTION NO. 2004-211, SERIES OF 2004, ON DISALLOWING EXAMINEES ARRIVING LATE AFTER THE START OF THE EXAMINATIONS



WHEREAS, the Commission issued Resolution No. 2004-211 dated May 12, 2004, providing for the guidelines on the "Non-Admission of Examinees Arriving Late During the Conduct of Licensure Examinations" in order to safeguard the integrity of the licensure examinations.

WHEREAS, several requests/appeals were brought to the attention of the Commission regarding examinees arriving 5 to 10 minutes after the test questionnaires were already distributed citing accidents, unpredicted heavy traffic, victimized by pick-pockets or held-up in going to the test centers, but were denied admission to take the licensure examination.

WHEREAS, there are already sufficient control measures adopted by the Commission that will safeguard the integrity of the licensure examinations, among others, that no test questionnaires are brought out of the room or test center immediately after their distribution to examinees, examinees are not allowed to go out of the room immediately upon receipt of the test questionnaires, the restricted movements of examination personnel within their area of responsibility only, and the deployment of security officers from the NBI/PNP to secure the area to ensure that test questionnaires are not taken out of the room or test center.

WHEREAS, the Commission RESOLVES, as it hereby RESOLVED, to amend paragraph 3, Item 1 of Resolution No. 2004-211 dated May 12, 2004, to read as follows:

"1. Under normal conditions, examinees arriving late may be admitted if the tardiness does not exceed fifteen minutes and provided that no other examinee has finished taking examination and has submitted his or her test papers."

Let a copy of this resolution be published in the Official Gazette or newspaper of general circulation and furnished the U.P. Law Center.

This Resolution shall take effect immediately.
