[ PRC RESOLUTION NO. 2004-241, S. 2004, September 29, 2004 ]

PRESCRIBING FEES FOR REGISTRATION WITHOUT LICENSURE EXAMINATION AS PROFESSIONAL TEACHER UNDER CATEGORIES A AND B OF THE SECOND PARAGRAPH OF SEC. 26. ART. III OF RA NO. 7836 AS AMENDED BY RA NO. 9293



WHEREAS, Section 2 of RA No. 9293 provides:

Section 26 of the same Act (RA No. 7836) is hereby amended to read as follows:

Sec. 26. Registration and Exception. - No person shall engage in teaching and/or act as a professional teacher as defined in this Act, whether in the preschool, elementary or secondary level, unless the person is a duly registered professional teacher, and a holder of a valid certificate of registration and a valid professional license or a holder of a valid special/temporary permit.

Upon approval of the application and payment of the prescribed fees, the certificate of registration and professional license as a professional teacher shall be issued without examination as required in this act to a qualified applicant, who is:

  1. A holder of a certificate of eligibility as a teacher issued by the Civil Service Commission and the Department of Education, Culture and Sports; or

  2. A registered professional teacher with the National Board for Teachers under the Department of Education, Culture and Sports (DECS) pursuant to Presidential Decree No. 1006.

WHEREAS, Sec. 6 (d), Art. II of RA 7836 empowers the Board for Professional Teachers (herein after called Board) to prescribe and collect examination and other fees as it may deem proper;

WHEREAS, the Professional Regulation Commission (herein after called Commission) under RA No. 8991, is likewise empowered to determine, fix and collect the amount to be charged for examination, annual registration fees, certifications, surcharges and other fees not specified under the provisions of RA 6511, or amend the rates provided there under subject to approval by the Office of the President;

WHEREAS, under Sec. 5, Art. II of RA 7836 the board is a collegial body, under the general supervision and administrative control of the Commission;

WHEREAS, considering the registration fee being collected from the various professionals (baccalaureate) applying under the exempt category, the Commission, through the Board prescribes the following schedule of rates:

Initial Registration Fee PhP 400.00
Annual Fee (3 years) PhP 300.00
Total PhP 1,300.00

RESOLVED, FURTHER, that this Resolution will amend PRC Resolution No. 98-56 S. 1998.

RESOLVED, STILL FURTHER, that this Resolution, after its approval by the Commission shall be published and shall become effective after fifteen (15) days following its publication in a newspaper of general circulation and the Official Gazette, whichever is earlier.

NOW, THEREFORE, pursuant to Sec. 2, RA No. 9293, the Commission RESOLVED, as it hereby RESOLVES, to prescribe the filing fee of SIX HUNDRED PESOS (PhP600.00) pesos and initial registration fee of FOUR HUNDRED PESOS (Php400.00) for applicants for registration without examination as Professional Teacher under categories A and B; and the amount of THREE HUNDRED PESOS (PhP300.00) as license fee for three (3) years for the issuance of a Professional Identification Card to the said professional teachers which shall be collected by the Commission.

RESOLVED, FINALLY, that this Resolution be widely disseminated to all schools, colleges, universities and other institutions of learning, public and private through the Commission on Higher Education (CHED) and the Department of Education (DepEd).
