REVISION ON THE DELEGATION OF AUTHORITY TO THE REGIONAL DIRECTORS AND SCHOOLS DIVISION SUPERINTENDENTS ON CERTAIN PERSONNEL MANAGEMENT FUNCTIONS



For economical, efficient and effective discharge of personnel management functions, and in line with the policy on decentralization, the delegation of authority to the Regional Directors and Schools Division Superintendents on certain personnel management functions are hereby revised, as follows:
  1. The Regional Directors are hereby authorized to approve appointments, promotions, transfers, reassignments, reinstatements and details of personnel occupying Level I and II positions at the regional office and Level II positions with salary grade 19 and above, with the exception of the District Supervisors at the Schools Division. The selection for these Level II positions at the Schools Division shall be region-wide in scope. Only those who will apply for the position will be considered and included in the rank list by the Regional Selection and Promotion Board.

  2. The Schools Division Superintendents are hereby authorized to:
  1. Approve appointments, promotions, transfers, reassignments , reinstatements and details of personnel of the Schools Division occupying positions with salary grade 18 and below and including the position of District Supervisor.

  2. Approve requests for study, vacation, sick, maternity, terminal leaves, with or without pay and resignation of the aforesaid personnel; and

  3. Approve the dropping of the aforesaid personnel from the rolls.
This Order rescinds/revises, Sec. 4. par. a (1) and par. b (1, 2 and 3) of Department Order No. 29, s. 1975, Sec. A (1, 3, 7, 10 and 11) of MECS Order No. 48, s. 1986, DECS Order No. 111, s. 1998, and all other orders and issuance inconsistent herewith.

This Order takes effect immediately.
