AMENDMENT BY ADDITION TO SECTION 4.1 QUALIFICATIONS OF A STEWARD



Please be informed that the Commission in its meeting held last Wednesday, March 17, 1999, resolved to amend Section 4.1 of the Racing Rules and Regulation to wit:
SECTION 4.1 PROVIDES:

"SECTION 4.1 QUALIFICATIONS — A Steward shall be of legal age, of good moral character, with at least two (2) years of college education, physically and mentally fit, has passed the examination given by the PHILRACOM and obtained from the same a corresponding license.

SECTION 4.1. WILL NOW BE READ AS FOLLOWS:

"SECTION 4.1 QUALIFICATIONS — A Steward shall be of legal age, of good moral character, MUST BE A GRADUATE OF A FOUR (4) YEAR COLLEGE COURSE, physically and mentally fit, has passed the examination given by the PHILRACOM and obtained from the same a corresponding license."
The following are the preliminary requirements before the issuance of license to an applicant:
  1. He must undergo an orientation seminar on the Rules and Regulations at least twice (2x) a week for four (4) consecutive weeks, the remaining three (3) days are reserved for study time;

  2. He must pass the practical examination (handled by the Director for Racing). This includes VTR viewing;

  3. He must pass the written examination handled by the R.L. D.
A Screening Committee to be chaired by a DESIGNATED COMMISSIONER shall take charge in the selection of candidates for Stewardship.

All papers of the successful applicants shall then be endorsed to the Board of Commissioners through the Executive Director for final dispositions. Those applicants approved by the Board shall be required to undergo at least one (1) year actual cadetship and shall be licensed as Cadet Stewards, before being approved by the Board to be licensed as Cadet Stewards, before being approved by the Board to be licensed as Regular Stewards.

IN THE EVENT OF A SERIOUS ACTUAL OR EMINENT THREAT OF FAILURE TO CONDUCT RACES DUE TO THE LACK OF LICENSED STEWARDS. THE COMMISSION IN THE EXERCISE OF ITS MANDATE SHALL DECLARE AN EMERGENCY AND APPOINT/LICENSE ON A TEMPORARY BASIS. A STEWARD OR STEWARDS TO COMPLETE THE ROSTER AS PROVIDED BY LAW.

THE INTERIM APPOINTED/LICENSED STEWARD(S) SHALL PERFORM HIS (THEIR) DUTIES UNTIL SUCH TIME WHEN (A) REGULAR STEWARDS(S) SHALL HAVE QUALIFIED.

All applicants are required to pay a seminar fee of P250.00 for the whole duration.
