MORATORIUM ON THE ACCEPTANCE OF APPLICATIONS FOR SHUTTLE SERVICES INVOLVING THE USE OF VANS, FX, L-300 AND OTHER ASIAN UTILITY VEHICLES



The Board has noted that there have been numerous applications filed for shuttle service in many parts of the country involving vehicles, like vans, Tamaraw FX, Isuzu Highlander, Mitsubishi L-300 and Adventure and other similar units. It has also received numerous complaints that these shuttle units are being used like any other public utility vehicles creating unfair competition with legitimate bus, jeepney and other taxi operator.

There is a need therefore, to review the policy in the granting of Certificates of Public Convenience (CPC) for shuttle service, and to do an inventory of CPC already granted.

Premises considered, this Board hereby orders that acceptance of applications for the issuance of new Certificate of Public Convenience for shuttle service involving the use of vans,

Tamaraw FX, Isuzu Highlander, Mitsubishi L-300 and Adventure and other similar Asian Utility Vehicles be suspended nationwide until further orders from the Board.

This Memorandum Circular takes effect immediately.
