APPROPRIATION FOR MANDATORY BENEFITS IN LGUS
1.0 The Magna Carta of Public Health Workers under Republic Act (RA) No. 7305 provides for the grant of compensation, benefits and privileges to Public Health Workers (PHWs). In LGUs, such grant is among the activities for which the limitation on Personal Services (PS) expenditure has been waived.
2.0 It has been observed, however, that the grant of these mandated benefits has not been given priority over non-mandatory PS items by some LGUs.
3.0 Local Chief Executives of LGUs are hereby reminded that full provision must first be appropriated for Magna Carta (MC) benefits of Public Health Workers (PHWs) under RA No. 7305 in their respective local budgets before they can provide for non-mandatory PS items such as adoption of the salary schedule for higher class LGUs.
4.0 For the guidance of all concerned.
