[ LTFRB MEMORANDUM CIRCULAR NO. 98-024, July 28, 1998 ]

NATIONWIDE INVENTORY OF ALL FRANCHISED, REGISTERED AND OPERATIONAL ORDINARY AND AIRCON PASSENGER BUSES



Pursuant to the Memorandum dated 20 July 1998 of the Department of Transportation and Communications to the LTFRB which states:
“For the Department to have a current overview of the state of the country’s land transportation industry to enable it to formulate sound and necessary policies for the rationalization of the transportation industry starting with the bus sector, the LTFRB is directed to conduct an inventory of: (a) franchised public utility buses; (b) registered public utility buses with the LTO: and (c) operational franchised and registered public utility buses, starting with Luzon,”
all grantees/holders of Certificates of Public Convenience for the operation of ordinary and aircon passenger buses are directed to submit to the Technical and Evaluation Division (TED) of this Board the following data:

1. Nature/type of CPC whether for ordinary or aircon bus service and period of validity of CPC;

2. Routes/lines authorized under specific case numbers;

3. Number of units authorized on each route and case number;

4. Number of units registered with the LTO on each route/line and case number;

5. Make, chassis and engine numbers including their gross weight of the units currently registered under the CPCs;

6. Number of operational authorized and registered units under each route and case number.

The above data shall be submitted in the forms prescribed by the Board which shall be verified (under oath) by the Chief Executive Officers (CEOs) or General Managers of the operators covered by circular, in accordance with the following schedule of submission: (a) for Metro Manila bus operators on or before September 30, 1998; (b) for Luzon bus operators on or before October 31, 1998; (c) for Visayas and Mindanao bus operators on or before November 30, 1998.

The data contained in the prescribed forms shall be validated by the Board and the Land Transportation Office from their respective records and if necessary by garage inspections to determine the number of operational franchised and registered units of the operators.

Pending completion of the nationwide inventory herein directed and submission by the Board of its inventory report and findings to the Office of the Secretary of the DOTC on or before December 31, 1998, the provisions of Memorandum Circular Nos. 95-013 and 97-009 shall remain in effect until they are lifted in areas and/or routes warranting such lifting based on the Board’s inventory and findings.

Failure by those directed to submit their inventories within the time frame indicated shall subject them to the appropriate sanctions and penalties this Board may deem proper to impose.

This Memorandum Circular shall take effect immediately and supercedes previous circulars inconsistent herewith.
