AMENDED GUIDELINES ON THE RECRUITMENT AND DEPLOYMENT OF FILIPINO WORKERS TO SPAIN



Memorandum Circular No. 13, series of 2006, which provided the guidelines to govern the recruitment and deployment of Filipino workers to Spain under the Proyecto Piloto, is hereby amended to allow agencies possessing the following qualifications to submit their application for accreditation to participate in the employment program for Spain:

  1. The agency’s regular license status must be in good standing;
  2. Must have deployed a minimum of 200 skilled workers;
  3. Must be an active participant in the POEA E-Submit system;
  4. Must have a website that is hyperlinked with POEA;
  5. Must not have three or more pending recruitment violation cases involving less grave offenses; and
  6. Must not have an adverse or pending recruitment violation case involving a grave offense.
The website shall contain the picture, credentials and qualification certificates of applicant workers. The database shall be regularly updated to include the status of the worker’s application and deployment.

Agencies with existing accreditation under the Proyecto Piloto are given 3 days from effectivity of this Circular to comply with the website requirement.

Agencies which violate any of the conditions for accreditation, as stated herein and in Memorandum Circular No. 13, shall be immediately de-accredited until such time as they are able to comply with the requirements.

This Memorandum Circular shall be effective after 15 days from publication in a newspaper of general circulation.
