[ NTC MEMORANDUM CIRCULAR NO. 12-8-98, September 03, 1998 ]
RAFFLING OF CASES AND PUBLICATION REQUIREMENT
In the interest of public service and in order to ensure transparency in the affairs of the Commission, the following rules are hereby promulgated:
1. Upon filing by an applicant of its application/petition, the Legal Department, in coordination with the Secretariat shall schedule, within fifteen (15) days from said date of filing, a hearing for purposes of raffling/assigning the case for handling by a hearing officer of the Commission. Said raffle shall be in public, at which instance, the applicant, its counsel or duly authorized representative and affected parties thereby shall be asked to attend and witness the same.
2. At the same hearing, the publication requirement for said application/petition shall likewise be raffled among duly accredited publishing companies.
3. For purposes of establishing accreditation of publishing companies, the following criteria must be followed:
Any circulars, orders, instructions or parts thereof which are inconsistent herewith are deemed superseded and amended accordingly.

a. The publication should have a nationwide reach;4. The applicant shall have sole responsibility for effecting its publication requirements as well as for submitting to the Commission proof thereof in the following manner:
b. There shall be, as far as practicable, uniform publication rates;
a. Copy of the actual publication;5. Failure of the applicant or his counsel/duly authorized representative to be present at the raffling/assignment of his case among the hearing officers shall authorize this Commission to defer the same.
b. Duly notarized Affidavit of Publication;
Any circulars, orders, instructions or parts thereof which are inconsistent herewith are deemed superseded and amended accordingly.
