(NAR) VOL. 7 NO. 3 / JULY-SEPTEMBER 1996

[ LTO MEMORANDUM, June 25, 1996 ]

REGISTRATION OF LANDED MOTORCYCLES IN LTO REGION IX

It has been reported to this Office that an undisclosed number of landed motorcycles were irregularly registered in the LTO Tawi-Tawi District Office. Initial investigation shows that most of these registration transactions lacked the Bureau of Customs' Certificate of payment (BOC-CP) among other required documents, with the registrants thereof having been issued regular LTO MC plates and genuine registration documents.

As part of our preventive and corrective measures in this regard, it is hereby directed that all applications for renewal of registration of the said motorcycles in your respective areas of responsibility should not be allowed unless the prescribed BOC Certificate of Payment and an Undertaking setting forth the applicant's conformity to comply with all requisites of registration and absolving the Land Transportation Office of any liability for favorably acting on the application, among other mandatory supporting documents, shall have been first submitted.

While it is laudable that we have consistently surpassed our annual targets through enthused collective efforts, the few shady characters in the frontline service still persist in their crooked ways. While it is imperative that effective measures should be adopted to police our own ranks, this isolated incident should not blur our vision towards a modernized LTO. Instead, let us draw strength from this experience to reinforce our resolve to excel in our mandated assigned task.

For information and guidance.
