[ NTC MEMORANDUM CIRCULAR NO. 10-8-96, August 05, 1996 ]

AUTHORIZING PUBLIC NETWORK OPERATORS TO BLOCK TELEPHONE NUMBERS THAT ARE BEING USED FOR CALLBACK/DIALBACK SERVICES OR SUCH SIMILAR SCHEME AND OTHER UNAUTHORIZED TELECOMMUNICATIONS SERVICES



Pursuant to the powers vested upon this Commission and concomitant with Memorandum Circular 8-9-95 otherwise known as the Implementing Rules and Regulations for Republic Act No. 7925 Re: An Act to Promote and Govern the Development of Philippine Telecommunications and Delivery of Public Telecommunications Services, particularly Part No. 940 thereof, and in order to prevent the prolifferation of callback, dialback and other services with similar scheme, all public network operators are authorized to block telephone numbers which are being used for said unauthorized telecommunications services.

This Circular shall take effect fifteen (15) days after its publication in the Official Gazette or newspaper of general circulation, provided further that at least three (3) certififed copies shall be filed with the University of the Philippines Law Center.
