GUIDELINES FOR CONDUCT OF RISK ASSESSMENT FOR APPLICATIONS USING AN APPROVED TRANSFORMATION EVENT PURSUANT TO SECTION 3 OF AO 8 (SERIES 2002)



Pursuant to the conduct of a risk assessment under AO No. 8 (series of 2002), the Bureau of Plant Industry is hereby directed to implement the following guidelines as regards applications using an approved transformation event.

A "grantee", i.e. any applicant who intends to use an approved transformation event (TE) granted to another natural or juridical person, shall comply with the following requirements before its application is allowed for processing by the Bureau of Plant Industry: 

1. Notice to the BPI of its intent to use an approved TE granted a permit for an activity under AO 8; 

2. A certification from the applicant that the TE intended to be used is the same transformation event duly approved by the BPI; 

3. If the applicant has implemented field trials approved by the National Committee on Biosafety of the Philippines (NCBP) during the transition period, said applicant shall submit a certification from the NCBP that the field trials have satisfactorily complied with the NCBP guidelines; and 

4. Other pertinent documents that the BPI may require for a satisfactory biosafety evaluation.

This Memorandum Circular takes effect immediately and repeals or amends all other issuances inconsistent hereof.
