REPEAL OF DEPARTMENT ORDER NO. 91-518



Department Order No. 91-518 is hereby repealed. Henceforth, Metro Manila bus operators shall no longer be allowed to establish bus terminals outside Metro Manila for bus routes located wholly within the area. Terminals must be located at route end points.

Bus operators, however, may continue to establish garages or lay-over areas outside of Metro Manila but they shall not be allowed to pick up or set down passengers to and from said garages.

Terminals established by virtue of Department Order No. 91-518 shall be phased-out not later than one year from the effectivity of this Order.

Authorizing Metro Manila Bus Operators to Establish Their Terminal Outside Metro Manila

It has been observed that because of the program of the government to solve the transport crisis in Metro Manila, many operators were allowed and authorized to operate additional passenger buses. As a result however, the increase in the number of passenger buses have added to and aggravated the traffic problem in the Metropolis considering that most of these operators are maintaining their garages and terminals in Metro Manila.

In the light of this problem and in order to decongest traffic in Metro Manila, the bus operators are hereby encouraged to relocate and set up their terminals and garages outside Metro Manila.

In line with this, any operator who relocates or transfers its garage or terminal outside of Metro Manila shall be authorized to pick up passengers to and from the said garage or terminal.
