[ BOC MEMORANDUM CIRCULAR NO. 366-98, November 06, 1998 ]
CIVIL LIABILITY CONVENTION
Attached is the letter* dated October 6, 1998 of Ms. Marcia F. Gesmundo, Director, Energy Industry Administration Bureau, Department of Energy, informing this Bureau that the Republic of Turkey has initiated the necessary procedures to be a party to the "Civil Liability Convention".
In the event that Turkey formally becomes a party to said Convention, all sea vessels carrying petroleum products in the territorial waters of Turkey are required to secure insurance documents that would cover the compensation for damages of any possible petroleum/oil pollution by such vessels.
