Enclosed herewith for information is a copy of the Memorandum of the Executive Secretary, Office of the President dated October 15, 1998 on the above subject.

Proper Dissemination of All Pronouncements of the President on Development
1. All concerned are hereby enjoined to relay to the Office of the Presidential Legislative Liaison Office (PLLO) all pronouncements to be made by, or on behalf of the President, relative to any actual or proposed developments in any of the provinces or congressional districts.
2. The PLLO will take care of the proper dissemination and communication of said pronouncements to all concerned local officials and congressmen to enable the said officials to adequately prepare the necessary arrangements and/or actions in connection therewith.
For proper guidance and compliance.
