[ SRA CIRCULAR LETTER NO. 34, SERIES OF 1995-96, June 04, 1996 ]
ADVANCE REFINING OF IMPORTED RAW SUGAR CLASSIFIED AS "C" OR RESERVE SUGAR
The Sugar Regulatory Administration in the exercise of its function to regulate the disposition of sugar, hereby authorizes the advance refining of imported raw sugar classified as "C" or Reserve Sugar as per SRA Clearances issued to importers/consignees.
The advance refining of the aforesaid imported "C" sugar shall be subject to the following conditions, to wit:
1. A physical sugar inventory of the imported raw sugar, subject of advance refining, shall be conducted by SRA prior to transfer of the sugar to the refinery to establish its quantity based on SRA records.
2. The importer/consignee shall submit to the SRA a letter-request for the advance refining of his imported raw sugar classified as "C" or Reserve sugar attaching copy/ies of the clearance/s issued to him by the SRA, and indicating therein the following: i) Quantity of raw sugar to be refined, ii) Name of refinery, and iii) Address of warehouse where the imported raw sugar shall be stored, after refining.
3. The importer/consignee shall pay an advance refining fee of P2.00 per lkg.-bag pursuant to SRA General Administrative Order No. 1, Series of 1994-1995, dated 12 October 1994.
4. The imported refined sugar shall be quedanned also, as "C" or Reserve sugar and shall be stored in the warehouse/s designated by importer/consignee with prior approval of SRA and cannot be withdrawn therefrom unless reclassified into "B" or Domestic sugar by the SRA, in accordance with Sugar Order No. 8, Series of 1994-1995, dated 17 May 1996.
5. The SRA shall keep a close monitoring of the said imported raw sugar after the advance refining, pursuant to Circular Letter No. 20, Series of 1995-96.
6. All refineries are hereby directed not to refine imported sugar classified as "C" or Reserve Sugar without the necessary SRA Clearance.
This Order shall take effect immediately.
