IMPLEMENTING GUIDELINES RE: SELECTION, ACCREDITATION AND OPERATION OF A NUCLEOUS AND MULTIPLIER FARM FOR THE BEEF CATTLE GENETIC IMPROVEMENT PROGRAM (BEEF-GIP)




THE NUCLEUS FARMS (NF'S) NETWORK

I. General Objectives

1. To systematically improve, propagate and conserve breeder beef cattle in the Philippines.

2. To develop an appropriate distribution and transfer scheme that will provide a connection between the improvement gain in the breeding work and their ultimate utilization in the local production system.

II. Specific Objectives

1. Evaluate the performance of selected breeds of beef cattle under Philippine condition.

2. Establish breed performance standards for beef cattle including the establishment of local selection indices in the Philippines.

3. Implement a local scientific selection program for cattle.

4. Establish breeder base population (gene pool) which will be the source of genetically superior performing cattle in terms of production, reproduction, adaptation and resistance to diseases.

5. Produce genetically superior purebred cattle for distribution and transfer to other nucleus farms or multiplier farms.

III. Collaborators
* BAI Cattle Production Centers
* DA-RFU Stock farms
* Private Farms engaged in seed stock, production or purebreeding operation
IV. Identification and Selection of Nucleus Farm

1. All BAI Cattle Production Centers

2. Open to qualified stockfarms of the DA-RFUS which can meet the minimum requirements set by the Cattle Genetic Improvement Program.

3. Open to qualified private farms engaged in seed stock production or in purebred operation.

4. Identification, evaluation and selection shall be done by the Commodity Technical Working Group (C-TWG) with the concurrence of BAI as the lead agency in the implementation of the program.

5. Final approval for the selected nucleus farms shall be done by the Advisory Committee of the National Genetic Resource Improvement Program for Livestock and Poultry (NGRIP).

V. Module - (One Breed of Cattle for Purebreeding)

A farm can apply for one or two module depending on farm's capability
Size:1.25 cow herd + 2 bull
 2.50 cow herd + 4 bull (natural breeding)
 3.50 cow herd (artificial insemination)
 4.combination of 2 and 3

VII. Selection Criteria

VII. A. For Government Farms (DA-RFUs)

1. Must have an improved pasture area of at least 25 hectares (for a module of 25 cow herd) well fenced with animal housing facilities, farm equipments with livestock weighing scale and source of clean water.

2. Must shoulder the cost for the maintenance and operation of the stock farm/production center.

3. Must have a permanent and knowledgeable technical personnel preferably Animal Science/Veterinary Medicine Graduate who is responsible for the day to day management of the herd specifically breeding and recording activities.

4. Must also have a permanent and responsible experienced caretaker (1 caretaker/module).

5. Must use a recording system (individual cards and herd book) in accordance with the DA's cattle monitoring and recording system (See Annex 1 — Registration and Transfer for Beef Cattle).

6. Must be willing to implement a herd health program (deworming, vaccination and treatment) to ensure the overall health status of the animals.

7. Shall produce purebred beef cattle for distribution/sale to accredited nucleus or multiplier farms previously approved by the Advisory Committee of NGRIP. Any animal withdrawn from BAI LPC's and RFU centers shall be covered by an authority for transfer/ship-out from the Director of the Bureau of Animal Industry (BAI) and from Director of DA-Regional Field Units, respectively.

8. Must be willing to participate in the conduct of research on breed improvement and conservation following the Open Nucleus Breeding Scheme (for selected NF's) under Administrative Order 14 — Cattle Breeding Program for Stockfarm Development.

9. Must be willing to participate in the exchange program for breeding sires between and among nucleus farms.

10. Must be willing to enter into a Memorandum of Agreement with the Department of Agriculture and Bureau of Animal Industry.

VII.B.  For Private Farms

1. Must have an improved pasture area of at least 25 hectares (for a module of 25 cow herd) well fenced with animal housing facilities, farm equipments with livestock weighing scale and source of clean water.

2. Must be a bona fide and an active member of any of the DA's accredited cattle raiser association or organization.

3. Must shoulder the cost for the maintenance and operation of the stock farm/production center.

4. Must have experience raising purebreed cattle successfully and must have a knowledgeable technical personnel who is responsible for the day-to-day management of the herd specifically breeding and recording activities.

5. Must use a recording system (individual, cards and herd book) in accordance with the DA's cattle monitoring and recording system. (See Annex 1 — Registration and Transfer for Beef Cattle). Records must be made available for evaluation to any DA/BAI technician.

6. Must be willing to implement a herd health program (deworming, vaccination and treatment) to ensure the overall health status of the animals.

7. Must be willing to participate in the exchange program for breeding sires between and among nucleus farms.

8. Must be willing to enter into a Memorandum of Agreement with the Department of Agriculture and Bureau of Animal Industry.

VII.C.  Terms and Conditions of the MOA with the Accredited Private Nucleus Farm

1.  Payment can be made within a period of five (5) years with the following payment scheme:

Option 1 — In kind, (25 female and 2 male) for five (5) years with payment to start on the third year.
* The animals should come from the top 70% and 50% of female and male offsprings, respectively, and selected in the nucleus herd.

Payment: For every 1 hd. purebred cow/heifer = 1 hd. purebred heifer not less than 200 kgs. and should not be less than 16 months old.
* All payments shall be accompanied by production records.

* Payment in kind shall be made by transferring the animals to other NF's or returned to accredited DA — cattle nucleus farm.

2. The beneficiary should forward the notice of payment to the president of the association (FCRAP/ICRAMCO, etc.).

3. The association will notify the BAI and DA-RFU on the request for the conduct of inspection and evaluation of animals to be retrieved as payment/government share.

4. The cattle registry at the BAI shall issue pedigree (if purebred), transfer and ownership certificate papers upon approval of the government share or the animals being retrieved.

5. All animals (purebred) retrieved as government share shall be transferred to other NF's or to MF's.

Option 2 — Cash payment for a period of five (5) years with amortization to start on the third year.
The price/cost of the animals will be determined based on the book value as indicated in the Memorandum Receipt (MR).

Amortization Plan  
 Year 1 to 2= grace period
 Year 3 to 5= equal annual payment

1. Shall make available purebreeds to all multiplier farms.

2. Culled animals must be sold for slaughter. (See operations manual on culling criteria)

3. Payment in cash shall be made through the cashier of the BAI or the DA-RFU.

4. The Department of Agriculture and the management of Cattle GIP reserves the right to retrieve the animals if the farms' breeding operations and activities are not in accordance with the operating procedures and guidelines of the program.

THE MULTIPLIER FARMS (MF'S) NETWORK

I. Objectives

1. To produce crossbred beef cattle through natural breeding or Al-using semen from the purebred bull.

2. To evaluate the performance of crossbred beef cattle under the Philippine condition.

3. To identify and promote the best crosses of beef cattle for commercial production.

II. Collaborators
*  Breeding Stations and Production Centers of the Local Government Units

*  Progressive Private Farms and Cooperatives

*  Selected Academic and R & D Institutions
III. Identification and Selection of Multiplier Farms

1. Open to LGU stations and centers, progressive private farms, cooperatives, academic and R & D Institutions.

2. Identification, evaluation and selection shall be done by the Commodity Technical Working Group (C-TWG) with the concurrence of the BAI as the lead agency in the implementation of the program.

3. Must be a bona fide and an active member of any Cattle Raisers Organization.

4. Final approval for the selected multiplier farm shall be done by the Advisory Committee of the National Genetic Resource Improvement Program for Livestock and Poultry (NGRIP).

IV. Module — (Two Breeds of Purebred Cattle for Crossbreeding)

A farm can apply for only one of the following module:
Size:10 cow herd and 1 head male
 25 cow herd and 2 head male

V. Specification of Animals to be Transferred to Multiplier Farms
Record:Estimated Breeding Values (EBV's) of beef cattle traits (birth, weaning, yearling weights)
Age:Not less than 16 months
Weight:Not less than 200 kg.
Vaccination:Hemorrhagic Septicemia and FMD (for Luzon)
Treatment/ Supplement:Anti-stress and Anthelmintic
Others:Shipment and transfer must be accompanied by Pedigree and Registration Papers —issued by the recording secretary of DA's Multi-Breed Cattle Registry

VI. Selection Criteria

VI.A.   For LGU Academic and R & D Institutions

1. Must have a well fenced improved pasture area (minimum of 25 ha.) complete with animal housing facilities, farm equipments with livestock weighing scale and a clean source of water.

Must have a permanent and knowledgeable technical personnel preferably Animal Science/Veterinary Medicine Graduate who is responsible for the day to day management of the herd specifically breeding and recording activities. Must also have a permanent and responsible experienced caretaker (1 caretaker/module).

2. Must use a herd recording system (individual cards and performance book) in accordance with the DA's cattle monitoring and recording system.

3. Shall be responsible for the maintenance of the animals and shall assume the cost of withdrawal of seed stock from the Nucleus Farms.

4. Must be willing to participate in the bull exchange program for breeding animals between and among MF's.

5. Must be willing to conduct research on identification and selection of beef cattle crosses for commercial production.

6. Must be willing to enter an agreement through a MOA/contract with DA/BAI.

VI.B.   Terms and Conditions of the MOA with LGU/Academic and R & D Institutions

1. Shall make available crossbreeds to all interested farmer/buyers and distribution of crossbred offsprings shall be in accordance with the Beef-GIP targets and workplan.

2. Culled animals must be sold for slaughter. (See operations manual on culling criteria)

3. Animals withdrawn from the NFs shall be covered by an insurance or mutual fund.

4. Original animals received from the NFs must not be removed/transferred from the original farm location of the accredited multiplier farm for purposes of lease or sale other than those indicated in the MOA.

5. The N-TWG shall allocate animals to an accredited MF's on a first come, first serve basis.

6. Must abide with the terms and conditions on payment as stipulated in the MOA.

7. The Department of Agriculture and the management of Cattle GIP reserves the right to retrieve the animals if the farms' breeding operations and activities are not in accordance with the operating procedures and guidelines of the program.

VI.B.1. Payment Terms:

1. Payment can be made within a period of five (5) years with the following payment scheme:
Option 1 In kind, a crossbred of 10 or 25 female and 1or 2 male depending on the size of the module.

Payment: For every 1 hd. heifer/bull = 1 hd. heifer/bull, not be less than 200 kgs and should not be less than 16 months old.
2. In kind payment will start on the 3rd year and all animals being transferred shall be accompanied by production records which shall be submitted to the BAI.

3. Payment in kind shall be made by transferring the animals to interested farmers.

VI.C. For Private Farms or Cooperatives

1. Must have experience raising cattle successfully.

2. Must have an improved pasture area of at least 50 ha. with sufficient animal housing facilities, farm equipment with livestock weighing scale and clean source of water.

3. The farm must be accessible to enable the DAI/BAI technician and or any of the member of the C-TWG to conduct evaluation and inspection.

4. Must use a herd recording system (individual cards and performance book) in accordance with the DA's monitoring and recording system as adapted in the Cattle GIP.

5. Shall be responsible for the maintenance of the animals and shall assume the cost of withdrawal of animals from the Nucleus Farms.

6. Must be willing to participate in the bull exchange program for breeding animals between and among MF's.

7. Must abide with the terms and conditions on contract for payment.

VI.D. Terms and Conditions of the MOA with Private Farms

1. Shall make available crossbreeds to all interested farmer/buyers and distribution of crossbred offsprings shall be in accordance with the Beef-GIP targets and workplan.

2. Payment in cash shall be made through the cashier of the BAI or the DA-RFU.
