[ PRC BOARD OF DENTISTRY RESOLUTION NO. 10, S. OF 2008, June 16, 2008 ]

RATINGS IN THE BOARD LICENSURE EXAMINATION FOR DENTISTS



WHEREAS, the Professional Regulatory Board of Dentistry (the “Board”) and the Professional Regulation Commission (the “Commission”) issue certificates for registration and professional identification cards to those who have met all the requirements of R.A. No. 9484, known as the “The Philippine Dental Act of 2007”, and R.A. No. 8981, known as the “PRC Modernization Act of 2000”, for the practice of dentistry, including passing the Board licensure examination for dentists which cover the Theoretical (written) and Practical (performance) phases;

WHEREAS, Sec 16 Art. III of R.A. No. 9484 provides, to wit: “Ratings in the Examination - The licensure examination shall consist of written and practical tests and in order to pass the examination, an examinee must obtain a weighted average of at least seventy-five percent (75%), with no rating below fifty percent in any subject” (underscoring supplied);

WHEREAS, in the light of the afore-quoted provision, there is a need for a simplified licensure examination grading system, which gives more weight to theoretical phase, and which aligns with Board Res. No. 07, Series of 2006: “Passing the Theoretical Phase of the Dental Licensure Examination as pre-requisite to taking the Practical Phase Thereof” that the Board started to implement in the May-June 2007 schedule; and

WHEREAS, the Board had consulted the Philippine Association of Dental Colleges (PADC, Inc.) on the aforementioned grading system before it decided to adopt it.

NOW, THEREFORE, the Board resolves, as it is hereby resolved, to prescribe, issue, and promulgate the following new grading system in the Board Licensure examination for dentists:

To pass the Board licensure examination for dentists, an examinee must obtain a general weighted average rating of seventy-five percent (75%) with no grade below fifty percent (50%) in any subject in the theoretical phase and practical phase with weight of 60% and 40%, respectively, after consideration of the ratings obtained therein; Provided, Further, that he/she shall pass first the theoretical phase with a general weighted average rating of no less than 75% with no grade below 50% in any subject before he/she shall be allowed to sit in the practical phase; Provided, Furthermore, that his/her general weighted average rating with no grade below 50% in the Practical Phase shall be considered in arriving at the required passing general weighted average rating of 75%; Provided, Finally, that:

a) an examinee must take the scheduled practical phase immediately after passing the theoretical phase;

b) should the examinee fail to take the said practical phase, he/she shall be given the opportunity to take any of the consecutive three (3) practical phase-schedules; and

c) his/her failure to take any of the practical phase-schedules for four (4) consecutive examinations shall cause the cancellation or forfeiture of his/her passed theoretical phase and shall require him/her to take another or new theoretical phase.

Pursuant to Board Resolution No. 277, Series of 1989 at the time of the adoption of this Resolution, an examinee who has passed the theoretical phase shall be allowed to take only the practical phase, and an examinee who has passed the practical phase shall be allowed to take only the theoretical phase.; Provided, Further, that should he/ she pass the retaken phase, he/she be shall deemed to have passed the Board licensure examination for dentists.

The herein Resolution shall be implemented in the December 2008 and subsequent Board licensure examination for dentists.

This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette, or any newspaper of general circulation in the Philippines.

Let a copy hereof be circulated in the schools/colleges/universities of dentistry through the Philippine Association of Dental Colleges, Inc. (PADC) for the guidance and information of their graduates.
