[ PRC BOARD OF DENTISTRY BOARD RESOLUTION NO. 16, S. OF 2008, September 25, 2008 ]

GUIDELINES ON PRECEPTORSHIP PROGRAMS OFFERED AND OPERATED BY DENTISTS



WHEREAS, Sec. 4, (g) ( Definition and Scope of Practice ), Rule I of Board of Dentistry Res. No. 13, series of 2007, the “Rules and Regulations of the Philippine Dental Act of 2007”, provides, to wit;

“Preceptorship Program” refers to “training program in any of the six specialties in dentistry and integration of knowledge and skills in a particular discipline which should be university-based or hospital based run by specialist/s who have undergone extensive training or obtained a degree in an accredited dental university”;

WHEREAS, there is a proliferation of preceptorship programs offered and run by dentists and so-called Post Graduate Training Centers for Dentists in six specialties in dentistry: endodontics, pedodontics, periodontics, prosthodontics, oral surgery, and orthodontics, or individual dental specialist for dentistry who wants a specialty training;

WHEREAS, the instructors/teachers therein are incompetent in view of their inadequate formal academic training(s) and/or mere completion of informal training(s) locally or internationally;

WHEREAS, despite their incompetency, they hold out themselves to the public that they are “experts” or “specialists” who are capable of transferring supposedly valuable and newly acquired knowledge and skills on certain fields of specialization in Dentistry;

WHEREAS, this practice is not only inimical to the dental profession but, in particular, may pose danger to the public, in general, who may be misled into believing that dentists who enrolled in the preceptorship programs offered and operated by dentists and the so-called Post-graduate Training Center, have acquired specialized skills in certain fields of dentistry, where in fact there are no bases for competence such as examinations;

WHEREAS, their attitude, deportment, and approach will constitute unprofessional, unethical, immoral, and dishonorable conduct, calling for “disciplinary action against the said registered and licensed dentists by the Board of Dentistry and/or for criminal action against them under the “Revised Penal Code”, or any derivative law or regulation;

WHEREAS, propriety dictates that to nurture and safeguard the interest of the post-graduate trainees, in particular, and the public, in general, these center’s operation has to be regulated through issuance and promulgation of policies and measures; and

WHEREAS, the Board is empowered to “(d) Adopt or recommend such measures or discharge such duties, as may be deemed proper for the advancement of the profession and the vigorous enforcement of this Act (Sec. 6 (d), Art. II of R.A. No. 9484);

NOW, THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to regulate, supervise, and monitor the establishment and administration of this kind of Post-graduate Training Center offering and operating Preceptorship Program for registered and licensed dentists by prescribing and issuing the following Guidelines:

1) A Preceptorship Program in a Post-graduate Training Center shall be hospital-based or school-based where the dentistry course is offered:

2) The proposed instructor(s) shall possess the following credentials:

2.1 A holder of a minimum of two (2) years academic and clinical training on the concerned specialty in a recognized school/college/university in the Philippines or abroad,

2.2 A holder of a valid certificate of registration and a valid Professional Identification Card, and

2.3 Must be a bonafide member of the Philippine Dental Association, Inc. (PDA), and/or the accredited national organization of dentists, dental hygienists, and dental technologists;

3) A Post-graduate Training Center shall possess a valid and updated certificate of registration, permit, or license to operate as approved by the Commission on Higher Education (CHED), or DOH in case of oral surgery specialty;

4) A Post-graduate Training Center and the Preceptorship Program thereof shall be accredited by the Board of Dentistry subject to the approval of the Professional Regulation Commission; and

5) Faculty members shall be included in the Roster of Faculty/Consultant of a duly accredited dental schools/colleges/universities/tertiary hospitals;

RESOLVED, FURTHER, that this Resolution shall be made part of Board Resolution No. 12, Series of 2007, known as the Rules and Regulations of the “Philippine Dental Act of 2007”;

RESOLVED, FURTHERMORE, that the Board of Dentistry, after due process pursuant to Sec. 22, Art III of R.A. No. 9484, may revoke or suspend the validity of the Certificate of Registration and Professional Identification Card of a dentist for unprofessional, immoral, dishonorable, and unethical conduct for fraudulently representing himself/herself as an expert or specialist conducting, teaching, and/or offering a Preceptorship Program in a Post-graduate Training Center which is neither authorized nor accredited by the Board of Dentistry subject to the approval by the Professional Regulation Commission.

This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette, or any newspaper of general circulation in the Philippines.

Let a copy hereof be circulated in the schools/colleges/universities of dentistry through the Philippine Association of Dental Colleges, Inc. (PADC) and the Philippine Dental Association (PDA), Inc., the Department of Health (DOH) and/or the accredited national organization of dentists, dental hygienists, and dental technologists and hospitals for the guidance and information of all concerned.
