[ PRC BOARD OF DENTISTRY RESOLUTION NO. 17, S. OF 2008, September 25, 2008 ]

GUIDELINES ON THE ACCREDITATION OF DENTAL SPECIALTY SOCIETIES/ORGANIZATIONS OF DENTAL SPECIALISTS



WHEREAS, the Professional Regulatory Board of Dentistry has the power to “(I) [A]ccredit various specialties, dental societies/organizations” (Sec. 6, Art. II of R.A. No. 9484, known as “The Philippine Dental Act of 2007”, and Sec. 6 (4), Rule II of Board Res. No. 12, Series of 2007, known as the “Rules and Regulations of Republic Act Numbered Ninety-Four and Eighty-Four (R.A. 9484), known as the “Philippine Dental Act of 2007”;

WHEREAS, Board of Dentistry (BOD) subject to the approval of the Professional Regulation Commission (PRC) had issued under R.A. No. 4419, known as “The Philippine Dental Act of 1965”, guidelines for recognizing a group of Dental Specialists and for approving a system of accreditation;

WHEREAS, after consultation with the Philippine Dental Association, Inc. (PDA), specialty groups, societies, and organizations on how to accredit the foregoing entities, the Board decided to formulate the Guidelines on such accreditation; and

WHEREAS, recent developments and trend on specialization in the dental professions call for accreditation of specialty organizations to promote high standards of the practice of the profession and global competitiveness through delivery of world-class dental services

NOW, THEREFORE, the Board resolves, as it is hereby resolved, to prescribe, issue, and promulgate the following GUIDELINES ON THE ACCREDITATION OF DENTAL SPECIALTY SOCIETIES/ORGANIZATIONS:

1. Accreditation of Dental Specialty Society or Organization of Dental Specialists

1.1 All organizers and members of the dental specialty society or the organization of specialty societies at the time of the filing of the applications for recognition thereof must have their valid certificates of registration and valid professional identification cards (PICs).

1.2 All organizers and members of the organization of dental specialists at the time of the filing of the application for recognition thereof shall be members of the accredited integrated national association of dentists, dental hygienists, and dental technologists in the Philippines.

1.3 The organizers or officers applying for the specialty recognition shall submit necessary credentials pertaining to the specialty training beyond undergraduate level. This could be any of the following:

1.3.1 Authenticated copies of diploma/s for a Doctor of Philosophy pertaining to the specialty training in a recognized dental school/college/university in the Philippines or outside the Philippines.

1.3.2 Authenticated copies of diplomas for a Master’s Degree pertaining to the specialty training in a recognized dental school/college/university in the Philippines or outside the Philippines.

1.3.3 Certificate, attesting to a minimum of two (2) years training on the specific specialty in a recognized dental school/college/university in the Philippines or outside the Philippines.

1.3.4 Certificate, attesting to a minimum of two (2) years training in a duly accredited dental school/college/university or hospital in the Philippines or outside the Philippines AND ten (10) years teaching experience in a recognized and duly accredited school/college/university or hospital in the said field of specialty AND at least five (5) recommendations given by recognized specialists in the field attesting to the competence and at least ten (10) years of practice of the bearer in the said specialty.

1.3.5 Certificate of Diplomate recognition given by a reputable and recognized national and/or local organization for the said specialty. There shall only be one specialty board for each specialty field of dentistry accredited by the Board of Dentistry subject to approval by the Professional Regulation Commission.

1.4 The dental specialty society or organization of dental specialties shall furnish the Board of Dentistry with a copy of its Articles of Incorporation and By-Laws approved by the Securities and Exchange Commission (SEC).

1.5 Necessary fees for application shall be paid to the Professional Regulation Commission.

1.6 Renewal fee shall be paid on a yearly basis after the approval of the accreditation of the specialty board.

2. Renewal of Specialty Accreditation

2.1 Accredited specialty society or organization of dental specialists shall submit a list of the new set of officers with proofs updated Professional Identification Cards and membership Cards to the accredited Integrated National Association of Dentists, Dental Hygienists, and Dental Technologists; and

2.2 Necessary fees set by the Board of Dentistry and PRC for renewal of such specialty accreditation shall be paid.

3. Duties and Responsibilities of Accredited Specialty Group

3.1 Recognizing the relevance of Specialty Boards in Dentistry, the Board authorize the specialty dental society or the organizations of dental specialists to certify specialists in their respective specialties and formulate their own system of accreditation;

3.2 The Dental Specialty Society or Organization of Dental Specialists shall be further authorized to assess and issue accreditation/recognition/endorsement to graduate/post-graduate programs, seminars, and/or workshops pertaining to their specialty organization which will be accredited by the CPE council for the Dental profession for credit unit application.

3.3 The Dental Specialty Society or Organization of Dental Specialists shall continually conduct faculty enhancement programs to update faculty members teaching the specific subjects of specialty and continuing education programs for their members and general dentists.

3.4 The Dental Specialty Society or Organization of Dental Specialists shall make their members available for lectures in regional conventions/seminars/workshops conducted by the duly accredited integrated and national organization of Dentists, Dental Hygienists, and Dental Technologists; and shall actively participate in the annual convention or any meeting whenever called upon by the said organization.

3.5 The Dental Specialty Society or Organization of Dental Specialists shall recommend, when necessary, foreign dental specialists as lecturers or speakers in seminars/workshops, etc., or shall attest to the credibility of the foregoing as an authority in the subject to be presented.

This Resolution shall take effect after fifteen (15) days following the complete and full publication thereof in the Official Gazette or newspaper of general circulation in the Philippines.

Let copy hereof be furnished to the PDA, Inc. and/or the Accredited Integrated National Organization of Dentists, Dental Hygienists, and Dental Technologists for their information and guidance.
