CREATION AND ESTABLISHMENT OF A RISK MANAGEMENT GROUP IN THE BUREAU OF CUSTOMS



I

Creation and Establishment of a Risk Management Group (RMG)

In line with the Selectivity System in the Bureau’s Computerization Program, there is hereby created and established a Risk Management Group (RMG) in the Bureau of Customs. The RMG shall be constituted by selected personnel from the Enforcement and Security Service (ESS) and the Customs Intelligence and Investigation Service (CIIS), respectively.

II

Duties and Functions of RMG

1. Review and Update parameters in the selectivity screens;

2. Establish a viable system of setting and changing parameters;

3. Ensure an efficient and secure information pipeline from all sources to RMG;

4. Conduct a continuing study/profile of importers, exporters and customs brokers; and

5. Maintain a database of all smuggling cases and related data.

III

Miscellaneous Provisions

1. RMG shall be under the stewardship of the Directors, ESS and CIIS.

2. RMG shall have the authority to require data and information relevant to its functions from all offices/personnel of the Bureau.

3. All concerned offices/personnel of the Bureau are directed to furnish data and information required by RMG with the least delay.

4. Other matters not covered by this Order shall be cleared with the Office of the Commissioner.

IV

Effectivity

This Order shall take effect upon approval hereof and shall last until revoked.
