[ PRC BOARD OF MARINE ENGINEER OFFICERS BOARD RESOLUTION NO. 14, S. OF 2008, May 28, 2008 ]

EQUIVALENCY ON THE SIX (6) MONTHS DOMESTIC OR SEAGOING SERVICE REQUIREMENT FOR APPLICANTS IN THE BOARD LICENSURE EXAMINATION FOR MARINE ENGINEER OFFICERS WHO HAVE COMPLETED THE BRIDGING PROGRAM FOR THE BS MECHANICAL ENGINEERING (BSME) AND BS ELECTRICAL ENGINEERING (BSEE) TO BS MARINE ENGINEERING (BSMARE)



WHEREAS, CHED Memorandum Order (CMO) No. 38, Series of 2005 issued on November 15, 2005, known as the IMPLEMENTING RULES AND REGULATIONS FOR THE IMPLEMENTATION OF THE BRIDGING PROGRAM FOR THE BS MECHANICAL ENGINEERING (BSME) AND THE BS ELECTRICAL ENGINEERING (BSEE) TO BS MARINE ENGINEERING (BSMARE) PROGRAM, providing guidelines for the implementation and the adoption of the bridging program of the BS Mechanical Engineering, and the BS Electrical Engineering (BSEE) as equivalent to that of the Bachelor of Science Marine Engineering (BSMarE);

WHEREAS, in accordance with CHED Memorandum Order No. 38, Series of 2005, BS Mechanical Engineering or BS Electrical Engineering students of the bridging program shall undergo the required supervised domestic or seagoing service of at least six (6) months duties in the engine department under the supervision of the Chief Marine Engineer Officers, or a qualified Officer, in compliance with the curriculum prescribed by the Commission on Higher Education (CHED);

WHEREAS, the Board for Marine Engineer Officers has the power under Section 10 (g), Art. IV of R.A. No. 8544, known as the “Philippine Merchant Marine Officers Act of 1998”, to look into the conditions affecting the practice of the Maritime Profession and whenever necessary, to adopt such measures as may be deemed proper for the enhancement and maintenance of high professional and ethical standard of the profession (Underscoring supplied); and

WHEREAS, to reduce and meet the shortages as well as to increase the number and quality of qualified marine engineer officers, pursuant to the foregoing power, the Board decided to adopt the said CMO No. 38 as a policy requirement for the licensure examination;

NOW, THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, that applicants for the Board licensure examination for Marine Engineer Officers with a degree of BS Electrical Engineering and BS Mechanical Engineering who completed the Bridging Program for the BS Marine Engineering, and who, prior to taking the said program, had at least two (2) years domestic or seagoing service in the Engine Department, are considered to have complied with the six (6) months sea service requirement provided under CHED Memorandum Order No. 38, Series of 2005; and, accordingly, shall be admitted to the said examination.

FURTHER RESOLVED, that the Training Record Book provided under Regulation III/1 (2.3), Chapter III of the STCW Convention shall no longer be required for application in the Board licensure examination for Marine Engineer Officers.

This Resolution shall take effect after fifteen (15) days from its complete and full publication in the Official Gazette, or any newspaper of general circulation in the Philippines.

Let copies of this Resolution be furnished the Central and Regional Offices/Divisions of the Commission involved in licensure examinations and the applicants for examination for their information and guidance.
