CONSTITUTING A TASK FORCE WHICH WILL HANDLE THE IMMEDIATE AND EFFICIENT DISPOSITION OF OVERSTAYING CARGOES AND DEFINING ITS FUNCTIONS THEREOF



In line with the agreement arrive at during the meeting on the above subject presided by the undersigned and held last October 30, 1996, there shall be organized in each port, a Task Force, which is responsible for the development and implementation plan for  the speedy and efficient disposition of all overstaying cargoes. The plan should include, among others, specific targets in the quantity/volume of cargoes to be disposed, the schedule and time frame when such specific cargoes shall be auctioned and sold, the estimated amount of revenues to be realized from the disposition of these overstaying cargoes, and other relevant information pertaining thereto.

The Director, POS, is directed to perform on behalf of the Commissioner, the following;

1. Evaluate and provide the appropriate inputs for the enrichment of the plan submitted by the Task Force of the ports concerned, and to insure successful implementation;

2. Monitor closely the accomplishments of the Task Force based on planned targets and take the necessary positive measures to correct negative deviations from the plan; and

3. Render a progress report regularly to the Commissioner and recommend measures which will achieve the objective to dispose overstaying cargoes as planned by the Task Force.

The following shall compose the task Force in each port concerned.

Task Force Head Members

1. Deputy Collector for Operations

2. Rep., Auction and Cargo Disposal Division

3. Rep., Law Division

4. Rep., Piers and Inspection Division

5. Rep., Custom Bonded Warehouse Division (NAIA)

6. Rep., Customs Container Control Division

7. Rep., Enforcement and Security Service

8. Rep., Customs Intelligence & Investigation Service (CIIS)

9. Examiner/Appraiser (to be designated when needed)

The names of the members of the Task Force of the ports concerned should be submitted to the Commissioner, copy furnished the Director, POS on or before 14 November 1996.
